On January 8 2009, the Provincial People's Committee has a working session with the Management Board of the Quang Binh Decentralisation Programme for Rural Poverty Reduction (DPPR) to evaluate its work in 2008 and deploy the plan for 2009. Permanent Vice-chairman of the Provincial People's Committee Nguyen Huu Hoai chaired. Attending the working were Province Vice-chairman Nguyen Dang; leading representative of departments and branches together with the management board of the DPPR project of the districts in the province.

After four years of implementing the DPPR project in 48 poor communes of four districts, with the great effort of the management board and its staff, the DPPR project has gained great achievements; its components have been basically carried out as scheduled.

Concretely, as for component of capacity-building for decentralized development, the project focused on building the capacity for the province, district and commune-level cadres with 54 training courses on the skills and professional knowledge, organized 241 workshops on method of management and sharing experience; supplied the office equipment for 48 communes and connected the Internet to 44 communes, creating favorable conditions for the implementation of the project.

As for component of production support: the DPPR project has built 286 models for cultivation development, 919 models for livestock development and 84 models for aquaculture development; instructed the people in the project area to apply techniques in seafood catch, the small-scale fish sauce processing, the community-based management of fishery to improve the productivity. Besides, the Project also provided a support of nearly 20,000 seeds of fruits for the Sen Bang Seed Farm, organized 206 technical training courses on cultivation and 74 on breeding, 32 on aquaculture, aiming to improve the ability for cadres; deployed the implementation of some models of breeding, planting fresh vegetables, growing grass VA06 and applying the "three reduction and three increase" method.

As for component of village infrastructure development, 94 projects have been being carried out, of which 41 rural communication projects, 15 irrigation works, 8 rural markets, 18 schools, 11 community cultural houses and 1 rural electricity project. 82 out of 94 projects have been so far completed and put into use.

As for capital reimbursement: the DPPR project reimbursed VND129.5 billion until December 30 2008.

Addressing the working, Province Permanent Vice-chairman Nguyen Huu Hoai asked the Management Board of the DPPR project to organize and deploy the implementation of the plan for 2009, strengthen capital reimbursement and withdrawal in order to meet the project implementation progress, establish the production complexes to make a connection between good production households and poor households; speed up combination between localities to achieve the highest results.
