Attending the meeting were Permanent Vice-chairman of the Provincial People's Committee Nguyen Huu Hoai and Chairman of the Dong Hoi City People's Committee Le Cong Cuoc together with leaders of the province-level departments and branches.

According the report at the meeting, the city's economy has continuously gained a fair growth rate in comparison with the same period; national defence and security, social safety and order have been upheld; the people's life has been stabilized and step by step improved. The city's economic growth rate in the first eight months increased 14.1% against the same period of 2007. Economic structure shifting towards developing of industry and construction reached 41.2%; services 52.3%; agriculture, forestry and fishery 6.5%. The industrial production value in eight months increased 16.2% compared with the same period; export turnover in eight months achieved US$27.5 million, increased 26.6% over the same period. The total budget revenue in eight months was estimated at VND74 billion, reaching 58.7% of assigned plan.
Regarding cultural and social fields, organize well activities to welcome the great festivals of the country, strongly pay attention to healthcare for the people, and well implement the national health programs and preventive health programs. The quality of quality has been more and more improving; political security, social safety and order have been consolidated.

The plan of year 2009 is to continue to focus on developing economy, increasing human resources, strongly improving investment and business environment, raising the living standards of the people, creating more jobs for the laborers and solving social matters. Striving to reach 14-15% increase of economic growth rate; 15-16% of industry and handicraft production value; VND167 billion of budget receipts in area and about US$60 million of export turnover. Restoring and developing traditional trade villages and rural careers; strengthening export activity and supporting economic establishments. Focusing on completing the land use plan for ten remaining communes and wards, issuing the certificate of land use right according the legal regulations...

Giving a closing speech, Chairman Phan Lam Phuong suggested that the city should further improve the quality and lead in such fields as education, health, job creation and poverty-alleviation; focus on the master plan for handicraft complex, residential areas and advertising sites to reduce environmental pollution; invest in upgrading infrastructures of the city; actively popularize the potentials and strengths of the city to attract foreign and domestic investors to the province. Besides, the city should pay much attention to developing key industries and products, utilize all resources effectively to promote economic growth rate, striving to reach the set targets, contributing to bringing Dong Hoi city to be an urban residential area (grade II) by 2010.
