Provincial People's Committee Holds Working Session with ADB and the Ministry of Finance on the Sustainable and Climate - Resilient Infrastructure Development Project
On July 10, 2026, a delegation from the Asian Development Bank (ADB) and the Ministry of Finance held a working session with the Quang Tri Provincial People's Committee to finalize several key aspects of the Quang Tri Sustainable and Climate - Resilient Infrastructure Development Project. The meeting was chaired by Mr. Hoang Nam, Permanent Vice Chairman of the Quang Tri Provincial People's Committee.

According to the project proposal, the Quang Tri Sustainable and Climate-Resilient Infrastructure Development Project has an estimated total investment of USD 118.11 million (approximately VND 2.9 trillion). Of this amount, around 76.43% will be financed through an ADB loan, while the remaining funds will be provided as counterpart funding by the provincial government.
The project is expected to finance the construction of approximately 53 km of inter-commune and regional roads, together with bridges and supporting infrastructure; approximately 7.5 km of roads serving both transportation and flood diversion purposes; and 27.1 km of riverbank embankments for erosion control. Upon completion, the project is expected to generate both direct and indirect benefits for approximately 750,000 people living in the project area.

Overview of the working session
The project aims to progressively develop and upgrade essential technical infrastructure, enhance climate resilience, and contribute to socio-economic development. It is also expected to stimulate economic growth in coastal areas, promote sustainable tourism, improve livelihoods, and enhance the quality of life for local communities.
In addition, the project will strengthen the province’s competitiveness and support the development needs of Quang Tri Province and the North Central Region in the new phase of development.

The project is proposed to be implemented in 12 communes across the province and comprises two main components: the development of regional and interregional transport connectivity infrastructure, and the development of climate-resilient agricultural infrastructure for disaster risk prevention and mitigation. The project is expected to be implemented from 2027 to 2030.

Speaking at the meeting, Mr. Hoang Nam, Permanent Vice Chairman of the Quang Tri Provincial People’s Committee, requested the relevant agencies to fully incorporate the comments and recommendations of the ADB and Ministry of Finance delegation in order to further refine the project proposal. He emphasized the need to provide a clearer justification for the project, define its overall objectives, assess its expected contribution to the province's development, and demonstrate its consistency with the master plans and development orientations of the localities concerned. He also called for a quantitative assessment of the project's socio-economic benefits, a comprehensive evaluation of its positive impacts, and an analysis of potential implementation risks to facilitate the development of appropriate mitigation measures.
Regarding the project's large-scale components, Mr. Hoang Nam stressed the importance of clearly defining the role of the proposed transport routes as socio-economic development corridors; quantifying the number of beneficiaries and the volume of goods expected to benefit from the investment; assessing the climate resilience of each project component; and reviewing the connectivity of the entire transport network while proposing investment solutions to complete the remaining sections in order to maximize the project's overall effectiveness. With respect to the riverbank embankments, he emphasized the need to clearly demonstrate their long-term sustainability, operational effectiveness, and capacity to withstand the impacts of natural disasters.

In addition, the Permanent Vice Chairman of the Provincial People's Committee requested the relevant parties to carefully study post-investment management, operation and maintenance plans; develop an appropriate implementation roadmap; and clearly identify the project's critical path in order to shorten the preparation period, ensure implementation progress, and bring the project's benefits into full play at an early stage. The project's components must be closely aligned with the objective of climate change adaptation, be suited to Quang Tri's specific conditions, and meet the requirements for sustainable development.
The Permanent Vice Chairman also emphasized that the project should be considered within the province's overall development framework and closely linked with key transport infrastructure projects, seaports, airports, and international border gates. This would help maximize regional connectivity and create new momentum for the province's socio-economic growth in the coming years.
