Poverty reduction is a meaningful and great policy of the Party and State, expressing the humanitarian tradition of our nation from old days to now. Implementing the policy of the Party and State, since October 17 2000, the Presidium of the Central Committee of the Vietnamese Fatherland Front has mobilized the whole people to respond the campaign "Day for poor people" nationwide. The campaign has been responded actively by the whole people and overseas Vietnamese and achieved good results.

Over past six years of implementing, the campaign "Day for poor people" in Quang Binh province has been paid much attention of the provincial Party Committee, all levels of governments and authorities, warm response of organizations, unions, departments, enterprises and people in and out province. So far, the total mobilized money has been over VND 53 billion, not including objects and tens thousand of working days to build and repair 8,071 damaged houses for poor households in the first phase. However, the whole province has so far remained 3,857 temporary houses need to be helped. The flooding caused by the effect of the Storm No.2 in early August, 2007 collapsed and swept away 368 houses, making living of poor households more and more difficult.

In order to continue to implement the campaign "Day for poor people" with the objective: Continue to build and repair houses for poor households in the second phase, the Vietnamese Fatherland Front Committee of Quang Binh province calls for: the provincial based Central and local enterprises and private enterprises extract more a part of welfare fund to contribute to "For poor people" Fund apart from the contribution of a working day or an income day of each individuals. On the occasion of Viet Nam Businessman’s Day (October 13 2007), the provincial based businessmen are directed toward Quang Binh poor people, together with society, each unit gives a hand in building a house of great unity for poor people worth the minimum level of VND 5 million each to quickly complete the target of deleting temporary house for poor people.
