Attending the ceremony, there was Mr. Nguyen Tai Duong, Deputy Director and Editor-in-chief of Map Publishing House of the Ministry of the Natural Resource and Environment; Mr. Tran Minh Ky, Permanent Vice-chairman of Ha Tinh People's Committee. On the side of Quang Binh province, there was Vice-chairman of the provincial People's Committee Nguyen Huu Hoai together with the leader of related departments and branches, Chairman of the related districts and communes People's Committee.

Administrative unit map of Quang Binh - Ha Tinh border was established according to the Instruction No.364/1995/CT-TTg of the Prime Minister and Decision No.95/2007/QD-TTg of the Prime Minister dated June 28 2007 regarding the specification of Quang Binh - Ha Tinh administrative border line in the areas between Huong Trach commune (Huong Khe district, Ha Tinh province) and Huong Hoa commune (Tuyen Hoa district, Quang Binh province), between Ky Lac commune (Ky Anh district, Ha Tinh) and Ngu Hoa commune (Tuyen Hoa, Quang Binh). Accordingly, the Department of Interior Affairs of two provinces and the People's Committee of related districts and communes on November 12 2007 planted a landmark in the field according to technical processes.

Speaking at the ceremony, Vice-chairman Nguyen Huu Hoai expressed his thanks for the cooperation of two sides and stressed that this is not only a meaningful and important project for State management and economic development and stabilization between two provinces but also indispensable legal basis for management and settlement of administrative border disputes from now on.
