The overview of the 16th Quang Binh Trade Union Congress for the 2008-2013 term

The Congress was attended by Mrs Nguyen Thi Thu Hong - Vice-president of the Vietnam General Confederation of Labor; Mr Luong Ngoc Binh – Temporary Secretary of the Provincial Party’s Committee, Chairman of the Provincial People's Council; Mr Phan Lam Phuong - Chairman of the Provincial People's Committee, together with representative of the Provincial Standing Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee, departments and branches and 226 excellent delegates representing more than 5 ten thousands local laborers, trade unionists in the whole province.

In the last five years, the trade unions at all levels always followed the resolutions, targets, orientations set out by the Provincial Trade Union Congress for the 2003-2008 term and concurrently updated instructions of provincial party committee and Vietnam Labor Union… reformed their operation and diversified ways of popularization, which contributed to the development of the socio-economy and protection of the politics and security. Particularly, the development of trade union’s members and building of strong trade unions in non-state run businesses gradually stabilized, the labor relationship and legitimate rights and interest of the laborers were ensured. The outstanding officials, youth union’s members and trade unions’ members were admitted to the Party, becoming key people for movements.

With these brilliant achievements, two units were nominated as the Labor Hero in the process of innovation, six collectives and individuals were granted the third-grade Labor Medal by the State; 12 collectives and individuals were awarded the Certificate of Merit by the Government; 17 collectives were given the excellent emulation flag by the Vietnam General Confederation of Labor.

Implementing the Resolution of the 14th Congress of the Provincial Party Committee and basing on the provincial socio-economic development and practical situation, the Congress confirmed orientations and targets in the 2008-2013 term. That is to continue to innovate contents and method of trade union activities, build a strong staff of laborers and public servants, protect the legitimate rights and interest of the employees; actively join in management and further patriotic movements; further development of trade unionists and trade unions at economic sectors, regularly propagandize and educate the laborers to contribute to strengthening national solidarity, implementing the success of the industrialization and modernization process...

Addressing the Congress, Luong Ngoc Binh - Temporary Secretary of the Provincial Party’s Committee, Chairman of the Provincial People's Council acknowledged and praised the great achievements the Provincial Trade Union obtained in the past term. He also pointed out shortcomings and mistakes and suggested delegates need to focus on analysing, discussing and putting forward effective solutions for the next time. The temporary secretary also stressed some missions that the trade union needs to conduct in times ahead, namely: the trade unions at all levels continue to improve the quality of propaganda and education for the laborers and public servants about the awareness of the class, the political skill and spirit, responsibility of the workers, knowledge of law, style of industry and labor technique; build strong trade unions and pay much attention to fostering the laborers and public servants; continue to promote the implementation of the Campaign "Studying and following the moral example of Ho Chi Minh"; actively advise for the executive committee to set out mechanism and policies in order to improve the material and spiritual life and solving urgent matters for the laborers...
