Concretely, the 1991-1995 period increased by 7.64%; the 1996-2000 period by 8.25%; the 2000-2005 period by 8.85%; the 2006-2008 period by 11.5%. The average GDP per capita had a fair growth, from VND1.693 million/person in 1995 to VND10.4 million/person in 2008. Economic structure shifted towards industrialization and modernization, increasing ratio of industry and service, decreasing ratio of agriculture. At present, economic structure is shifted onto right orientation: agriculture - forestry - fishery 24.2%; industry - construction 36.6% and service 39.2%. A lot of big changes have been seen in social and cultural fields. The defense, social security and safety have been well maintained. The people's life has been step by step improved.
