Accordingly, Quang Binh is supported VND1 billion for pilot building 100 safety shelters against flooding in two vulnerable communes.

The beneficiaries are poor households, nearly-poor households, policy families and ethnic minority people.

The shelters are designed over the flood level of from 1.5 to 3.6m high with the min floor of about 10m2 under the estimation cost of VND 30 million.

Each eligible household will be given a support of VND10 million from Central budget and a loan up to VND10 million with annual interest rate of 3 percent in 10 years, plus a grace period of another 10 years.

As scheduled, the safety shelter construction against flooding will commence piloting in October, 2012 to March, 2013.
