The meeting was attended by delegations from Quang Binh, Ha Tinh and Nghe An provinces (Vietnam); Khammouane and Bolykhamsay provinces (Laos); Nakhon Phanom, Sakhon Nakhon, Bueng Kan and Nong Khai provinces (Thailand). The event was also attended by Mr. Nguyen Nam Cuong, Vietnamese Consul General in Savannakhet (Laos).

At the meeting, the provinces briefly informed of implementation of the agreement signed at the 18th meeting by nine provinces using Routes 8 and 12 and discussed cooperation between the provinces in the forthcoming time.

On behalf of Quang Binh province's delegation, Vice Chairman of the Provincial People's Committee Tran Van Tuan informed of implementation of Quang Binh province, in which, focusing on exchanges on training students; boosting investment promotion and tranport; solving difficulties and creating favorable conditions in immigration and export-import activities, etc. Vice Chairman also put forward a great many ideas to strengthen cooperation between provinces in the coming time and hoped that the provinces using Routes 8 and 12 will have a close collaboration to implement agreements.

On basis of discussions, the provinces agreed and inked an agreement of the 19th meeting, aiming to boost cooperation between the provinces in education, culture, sport, science - technology, trade, investment, transport and agriculture.

The meeting also agreed to elect Quang Binh province as the host of the preparatory meeting and Bueng Kan province as the host of the 20th official meeting in 2016.
