Overview of the meeting

In October of 2019, the provincial socio-economic situation continued to maintain stability, with good growth in the fields. Up to now, the whole province has basically finished the crop production plan in 2019. Accordingly, the annual cultivated area was 83,280.8 ha, decreased 2.9% against the previous year. The total food production in 2019 reached 287,363 tons, down 7.4% over the last year. The reason is that the weather of this year was not favorable, hot weather lasted long; rains, storms, and floods occurred early, affecting annual production, especially in the Summer-Autumn crop with reduced area and low crop productivity. Currently, localities focus on plowing land in preparation for the Winter-Spring crop of 2019-2020, some localities have implemented early Winter-Spring cultivation. As of October 15, 2019, the annual cultivated area was 1,025 ha, up 2.5% compared to the same period last year. Livestock production faced many difficulties due to the impact of African swine fever. The buffalo and cow herds developed stably, in particular poultry breeding, chicken quite developed. Aquaculture increased the area and productivity, so the harvested output increased, estimated at 5,758 tons, the estimated exploitation output reached 4,641 tons.
Production index of the whole industry sector in October,2019 was estimated to increase by 10.6% over the same period last year. The commodity retail market was stable, the total retail sales of goods was estimated at VND 2,081 billion, up 0.8% over the previous month and up 21.9% over the same period. Service revenue was estimated at VND 142 billion, increased 0.5%. The total number of tourists coming to Quang Binh was estimated at 302.4 thousand arrivals, up 41%, of which international visitors were estimated at 22.4 thousand arrivals, up 57%. The total provincial budget revenue in the first 10 months of 2019 was estimated at VND 3,886 billion, reaching 86.3% of the local estimate and up 40.3% over the same period. Also in October, the province continued to focus on directing the National Target Program on New Rural Development and sustainable poverty reduction as planned; at the same time, approved the investment policy of 06 projects with total investment of more than VND 120 billion; focus on timely settlement of land allocation and land lease dossiers of organizations and businesses... Besides, cultural and sports activities took place dynamically. National defense and security were strengthened, social order and safety were maintained.

Standing Vice Chairman of PPC makes a speech at the meeting

Speaking at the meeting, Standing Vice Chairman of PPC highly appreciated the achievements in socio-economic development in the province recently. In the remaining 02 months of 2019, he requested departments, branches and localities focus on reviewing all objectives and plans set from the beginning of the year to take specific, drastic and determined measures to complete basic objective; advise PPC to prepare reports, proposal, draft resolutions of the provincial People's Council, and submit to the provincial People's Council at the year-end meeting to ensure quality and on time as prescribed; well preparing the winter and winter-spring crop production conditions, focusing on restructuring the plants, especially the conversion of inefficient rice land to planting high-quality crops; continue to monitor the situation of African swine fever in order to have solution to control the disease from spreading, and focus on restoring the total herd; take measures to strictly implement and fully comply with the European Commission's recommendations on fishing according to EU standards. At the same time, the Standing Vice Chairman of PPC also asked branches and localities to continue developing industries, solving difficulties, speeding up the progress of large industrial projects that have been implemented; full review of the leasing land project for services; focus on budget collection, especially deploy solutions to recover outstanding debts; strengthen inspection, control, fight smuggling, trade frauds, fake goods, poor quality goods, especially at the end of the year and Lunar New Year; accelerate the implementation of e-government, strive by the end of 2019 to complete the online meeting system between the province and grassroots levels; strengthen checking of revenues and expenditures, contributions at the beginning of the year at schools; conduct poverty reduction, job creation; propagandize and guide the People to prevent and combat dengue fever; deal with fraudulent activities, especially frauds on land trading and online business; focus on directing and ensuring social order and security...

It is known that during the meeting, paperless meeting room system (E-CabiNet) works stably, but it is necessary to research and adjust some functions accordingly in the coming time.
