The Resolution's objective is to bring Dong Hoi city into a grade-II city with the strong development of service, tourism and industry-handicraft; a political, economic, cultural and scientific hub of the province and one of service and tourist centers of the North Central region.

In order to effectively implement the targets and tasks of the Resolution, the Dong Hoi City Party Committee also set up an action program with specific solutions, namely: pay much attention to master plan and management of building urban infrastructure; shift economic structure towards service - industry and agriculture; improve the efficiency and competition of the economy; take interest in cultural and social development; closely coordinate between socio-economic development and national defence and security; promote administrative reform and strongly improve business and investment environment; encourage the development of economic sectors; mobilize and make full use of investment capital; renovate the method of leading and improve the ability of leading of executive committees and all level of government.

The meeting spent much time to discuss on the targets and solutions to implement the success of Resolution "On building and developing Dong Hoi city till 2015" of the Provincial Party Committee.
