The handover ceremony was attended by Mr. Le Van Bao, Member of the Provincial Party Standing Committee and Vice Chairman of the Quảng Trị Provincial People's Committee, and Mr. Nguyen Truong Son, Deputy Director General of the Department of Dyke Management and Disaster Prevention and Control. To support Vietnamese communities affected by natural disasters in 2025, the Council of Ministers of the Republic of Belarus approved a humanitarian aid package in March 2026. The Belarusian Ministry for Emergency Situations was assigned as the lead agency responsible for organizing the shipment of the relief supplies to Vietnam by sea. On the Vietnamese side, the Ministry of Agriculture and Environment designated the Department of Dyke Management and Disaster Prevention and Control as the focal agency to coordinate with the donor and local authorities throughout the process of receiving, transporting, and distributing the aid.
