Defining the importance of cultural exchange for the cause of socio-economic development of the province, in the past time, Quang Binh has speeded up activities to popularize the potentials and cultural values of the locality to international friends. Foreign exchange culture has been deployed in many agencies and fields, attracting all resources to serve socio-economic development in the locality, protecting the national sovereignty and border.

The province's departments have implemented the foreign policies on culture in line with the State's law and the Party's foreign guidelines; deployed the master plan on culture and tourism development of the province until 2020 and vision to 2030; promoted propaganda on the potentials and strengths of Quang Binh culture and tourism on mass media, aiming to spread the images of the people and culture of Quang Binh, especially the world natural heritage site, Phong Nha - Ke Bang National Park, to international friends and tourists.

In particular, in 2016, Quang Binh province has successfully held the 20th preparatory meeting of the three countries of Vietnam, Laos and Thailand using the road 8 and road 12; attended the traditional boat race festival of Thailand in Bungkan province; organized the 2016 open traditional boat race competition of Quang Binh province with the participation of Laos and Thailand; continued operating the unfixed transport route for tourists between the four provinces of Quang Binh, Khammouane, Nakhon Phanom and Sakon Nakhon.

In addition, the Quang Binh University has also continued to expand cooperative relations with the universities of Thailand, seeking to exchanges on eduation and training, scientific research and culture between the two sides. Annually, the Quang Binh University has also sent hundreds of students to study at the Thai universities and received lecturers and students of Thailand to study Vietnamese and learn about the culture of Vietnam in general and Quang Binh in particular, aiming to reinforce traditional good relation between Vietnam and the neighboring countries for the province's socio-economic development, as well as promote values of special folk culture of Quang Binh to international and domestic tourists.

With cultural activities at home, the province has organized the performance groups to participate in the 2017 National Tourism Year in Kien Giang province; opened the Spring Newspaper Festival, aiming to propagandize on sea, islands and major solutions to strengthen national defence - security on the sea, contributing to successfully implementing the Vietnam Sea Strategy until 2020.

Besides, trade and tourism promotion activities has also strengthened. The province has organized tourism promotion activities at the Vietnam International Travel Mart, the Ho Chi Minh City International Travel Exhibition and the 2016 Hue Festival Trade Fair with displaying the outstanding universal values of the world natural heritage site, Phong Nha - Ke Bang National Park. In addition, the province has promoted the strengths of cultural characters through diplomatic protocols at the conferences, seminars and media activities.

Despite such remarkable results, the foreign exchange culture has still faces many difficulties. The number of cultural products to introduce at broad has not been much, the level of foreign languages of the staffs has limited; propaganda on culture has remained low, etc.

In order to enhance the efficiency of implementing the Vietnam's Foreign Exchange Culture Strategy, the province will continue promoting propaganda and popularization of special cultural values of Quang Binh to international friends and tourists through activities on culture, sport and tourism; strengthening propaganda on the role, position and importance of foreign exchange culture to the cause of socio-economic development of the province.

In addition, the province will quickly perfect the policies of foreign exchange culture, collaborative mechanism between the departments, industries and localities, especially the industries directly relating to foreign exchange culture; clearly assign functions and tasks of each units to coordinate and manage the cultural programs and activities having foreign elements; speed up activities on foreign exchange culture in association with the implementation of political tasks.

On the other hand, the province has also taken an initiative in expanding relations with the provinces and cities of the neighboring countries and international organizations, especially the twinned provinces and cities, aiming to boost cooperation and exchanges on politics, ecomony, culture and society at the local level with a focus on participating in cultural and sport exchange between the localities of Quang Binh province and Khammouane and Savannakhet provinces (Laos), Bungkan and Nakhon Phanom provinces (Thailand).
