Socio-economic situation in the first half of 2012

(Quang Binh Website) - In the first half of 2012, socio-economic situation in the province had many complicated changes. High prices of materials, long lasting cold weather together with epidemic diseases on plants and animals have strongly affected on production activities and people"s life.
With the great efforts made by all levels, agencies, localities, economic corporations and enterprises and the unanimity of the entire people in comprehensively implementing the guidances, policies and solutions of the Government, provincial Party Committee, People"s Council and People"s Committee on socio-economic development tasks and state budget estimate for 2012, socio-economic situation in the first half of 2012 had positive changes and obtained main results in all fields.  

I. GENERAL EVALUATION

- GDP growth rate achieved 6.2% (the yearly plan rose by 8.5-9%, the same period last year rose by 7.5%)

- Agriculture - forestry - fishery production value increased by 4.4% (the yearly plan rose by 4.5%/year, the same period last year rose by 2.6%)

- Food production for Spring-winter crop reached 18.64 thousand tons, up to 11.1% against the plan and 1.14% from the same period last year (the yearly plan reached 26.5 thousand tons).

- Industrial production value increased by 9.3% (yearly plan up to 16-17%, same period last year: 15.1%); industrial production index rose by 5.7% from same period last year.

- Value of service sectors increased by 9.2% (yearly plan up to 11-12%, same period last year: 11.3%)

- Export turnover value achieved 66.8 million USD, reaching 44.5% of the plan, equaling to 93.7% from the same period last year (the yearly plan achieved 145 million USD)

- Budget revenues were estimated at VND782 billion (yearly estimates: VND1,815 billion), equaling to 43.09% of local estimates, up to 10.4% from same period last year.

- Creating jobs for 1.976 thousand laborers, reaching 63.7% of the plan, increasing by 13.8% from the same period last year (the yearly plan reached 3 - 3.2 thousand laborers)

- 83% of medical stations reached the national standards according to old standards (yearly plan reached 45% according to new standards) and 100% of medical stations had doctors (the yearly plan reached 100%)

- Rate of poor households reduced by 1.82% (as of early 2012, the province had 20.51% of poor households and 15.97% of nearly-poor households; the yearly plan fell by 3.5-4%)

- 99.4% of communes, wards and townlets reached secondary compulsory education (the yearly plan reached 99.4%)

II. RESULTS OBTAINED IN ALL FIELDS

1. Agriculture, forestry and fishery

Agriculture: There were 53,586 ha of winter-spring crop cultivated, increasing by 1% from the same period last year. Food production of winter-spring crop achieved 186,411 tonns, up by 1.14% from the winter-spring crop of last year, exceeded 11.1% of the plan. Of which rice reached 167,169 tons, up by 1.6% from the same period last year, up by 12.1% of the plan; other cereals reached 19,242 tons, equal to 97.7% from the same period last year and up by 2.4% of the plan.

Livestock feeding: As of April 1st, the province had 33,377 buffalos, equal to 93.1%; 96,406 oxen, equal to 88.6%; 354,320 pigs, equal to 99.6%; 1,775.9 fowls, up by 5.9%; 482.116 ducks, up by 2.9% and 83,53 wild geese, up by 6.9%.

Forestry: As estimated, wood cut production in the first six months of the year reached 63,121m3, increased by 7.6%; colophony production reached 2,535 tons, up by 18.7%; rattan production reached 451 tons, up 4.2% from the same period last year. Total area under cultivation was 14,153 ha, up by 2.2%; decentralized planted trees were 2,045, up by 3.6% from the same period last year.

Fishery: Total fishery production in first half of the year achieved over 23,348 tons, rose by 11% against the same period last year and reached 45.8% of the plan. Of which, farmed production reached 2,942.8 tons, rose by 13.8% against the same period last year; catching production reached 20,405.5 tons, rose by 10.6% against the same period.

3. Industry

Industrial production index in the first six months rose by 5.7% from the same period in 2011, of which chemical production and chemical products rose 119.4%; garments rose 12.1%; other mining (building stone) rose 8.8%; metallic ore rose 7.7%; metallic products rose 7.3%; non-metallic products rose 3.8%; food processing rose 4.1%...

Industrial production value at 1994 constant prices rose by 9.3% compared with the same period last year, reached 42.9% of the plan. Some products had an increase higher than the same period last year, including titan ore rose by 7.7%; cavasa by 5.3%; beer by 112%; ceramic tiles by 8.9%; briscks by 4.2%; cement by 3.6%; trade electricity by 2.5% and running water by 8.8%.

4. Services

- Total retailed sales of consumer goods and services: In the first half of the year, the total retailed sales of consumer goods and services reached VND6,967.3 billion, up 23% from last year’ same period, if the price factor were excluded, it would be 9.7%.

- Export and import: The export turnover in six months was estimated reaching USD 66.8 billion, equal to 44.5% of the plan. Some main products for export were rubber (11.4 thousand tons, decreased by 2.1%); diverse woods (6.3 thousand m3, decreased by 5.6%); titan ore (24.3 thousand tons, increased 2.8 times); fishery (191.1 tons, increased 3.1 times).

China is still the largest market for the province's exports, taking 73.3% of total export turnover. Import turnover in six months reached USD15.5 million, increased by 26% compared with the same period last year.

Tourism: The number of tourists to Quang Binh in the first six months of 2012 was estimated reaching 523.3 thousand, increased by 8.5% compared with the same period. Of which international visitors reached 9.5 thounsand, increased by 0.6% from last year’ same period.

Among arrivals to Quang Binh, visitors coming for tourist purposes were 251.3 thousand, increased by 41.8% compared with the same period last year.

Turnover from hotels, restaurants and tourism was estimated reaching VND578.6 billion, up 12% from last year' same period.

Market price: The Consumer Price Indexes (CPI) in six months rose by 2.56% compared with early year and up by 12.13% from last year' same period.

5. Capital construction investment

A lot of positive changes have been seen in capital reimbursement for investment and development. In the six months, rate of reimbursement reached 43.8% of the estimate. The province mobilized all resources and create source of revenues for investment in key projects; accelerate site clearance and reclamation; speed up the progress of implementing key projects and strengthen investment supervision for key projects and programmes.

6. Finance - credit

Finance:

- Budget revenues: As estimated, total revenues in the first six months of 2012 reached 782 billion dongs, equal to 43% compared with local estimate, up by 10.4% from the same period last year. Of which, domestic revenues were 660.465 billion dongs, increased by 4.1% from the same period last year, reached 39.91% of the estimate (revenues from Central State enterprises reached 59.16 billion dongs, increased by 33.5% against the same period last year, equal to 42.26% of the estimate; revenues from local State enterprises reached 45.67 billion dongs, increased by 0.6% against the same period last year, equal to 30.45% of the estimate; revenues from non-State enterprises reached 119.57 billion dongs, equal to 79.7% against the same period last year, equal to 37.1% of the yearly estimate...); revenues from import-export taxes reached 121.556 billion dongs, increased by 63.7% against the same period last year, reached 75.97% of the estimate.

- Budget expenditures: As estimated, total expenditures in the first six months of 2012 were 2,520.8 billlion dongs, reached 52.94% of local estimate. Of which, spending for investment and development was 371.69 billion dongs, reached 56.35% of the estimatel; the regular spending was 1,654.7 billion, reached 53.58% of the estimate.

Credit: As of May 31 2012, total mobilization capital was 11,556 billion dongs, increased by 10.8% in comparison with the early year and by 17.3% against the same period last year. The outstanding debt of loans was 15,937 billion dongs, up to 0.7% from the early year and rose by 4.4% against the same period last year. Rate of bad debt accounted for 1.36% of the total outstanding debt (217 billion dongs), decreased by 1.5% against the early year.

7. Foreign affairs

In-and-out delegations: In the first six months of the year, there were 41 out-delegations with 313 people to foreign countries for working, attending the conference, investment promotion, fair, performances, etc. There were 62 in-delegations with 400 foreign visitors for visiting and working in Quang Binh.

Successfully organize the 15th summit of provinces from Vietnam, Laos and Thailand using the roads No.8 and No.12; activities to welcome "Viet-Laos solidarity and friendship year"; the 35th anniversary of the signing of the Special Friendship and Cooperation Treaty and the 50th anniversary of diplomatic ties between Vietnam and Laos.

8. Business registration

In the first six months, 164 enterprises were issued certificate of business registration with a total registered capital of nearly VND368 billion, raising the total number of registered enterprises to 3,060 with a total registered capital of over VND14,719 billion. 22 certificates of business registration were revoked, of which 03 private enterprises, 04 two-member limited companies, 04 one-member limited companies, 2 branches were dissolved, 11 enterprises conserved the form of activities and 02 enterprises violated law. 11 branches and 5 representative offices were issued certificate of business registration.

9. Education and training

A lot of positive changes have been seen in the quality of education; the number of students winning prizes in the national competition was highly increased with 21 third prizes and 7 consolation prizes. The quality of teachers and educational managers has been improved with the high rate of teacher reaching standards. Work of educational socialization has been paid more attention by all resources.

The 2011-2012 high-school final exams were held according to the schedule. According to preliminary reports, the rate of high-school graduate students this year reached 99.57% and the rate of high-school continuing education graduated students reached 97.58%.

The province has 615 schools and educational establishments with 210 schools recognized the national standards; 7/7 districts and city with 100% communes, wards and townlets met standard for compulsory senior education. 6/7 districts and city with 153 per 159 communes, wards and townlets met standard for compulsory primary education within right age group and 158 per 159 communes, wards and townlet (99.37%) and 7/7 districts and city met standards for compulsory secondary education.

11. Healthcare

Strengthen the inspection of the implementation of food hygiene and safety, prevent epidemic diseases, and launch the movement to keep environmental sanitation.

Continue to effectively implement the national target programs, including: vaccinations, tuberculosis, malnutrition for children under five years old…

Work of health socialization was paid more attention, contributing to improving the quality of medical examination and treatment. The system of health at grassroots level has been continuously consolidated. At present, the province had 159/159 communes and wards having medical station, reaching 100%; 132/159 medical station meeting national standards, reaching 71%; 159/159 medical stations having doctors, reaching 100%; 100% villages and hamlets having health staff and 100% medical stations providing essential medicines to meet the people’s demand for treatment.

13. Culture, sport

Cultural and information activities have focused on informing political tasks, welcoming the 82nd anniversary of the establishment of Vietnamese Communist Party; 37th anniversary of the South's Liberation and National Reunification; 122nd anniversary of the late President Ho Chi Minh's birthday and the 101st anniversary of the day Uncle Ho left his hometown to seek a way for national liberation and celebrating national great days.

The movement "the whole people consolidate to build cultural life" has been maintained. Sport activities of the mass occurred ebulliently with various types to celebrate great holidays.

The high performance sports have gained remarkably results. In the first six months of 2012, the province has won 98 medals (33 golds, 30 silvers and 35 bronzes) at the prizes.

14. Labor, War Invalids and Social Affairs

In the first six months, 19,757 laborers were provided with stable jobs, reaching 63.7% of the plan. Of which 10,821 laborers were given new jobs, reached 54.1% of the yearly plan. 3,185 laborers working in the enterprises; 1869 in the establishments of business and production; 696 in the programmes and projects; 1,460 in household economy and 1,258 for labor export...

Work of social security has been paid more attention. Income and life of the people has been improved, especially ethnic minority people in far-flung and remote areas.

Programme on building houses for the poor has been implemented well. Until now, 6,081 poor households have been supported to build houses according to Decision No.167/2008/QD-TTg of the Prime Minister on housing assistance for the poor. Of which, 5,873 households were granted with a total money of VND172.8 billion (capital from Central budget was VND41.5 billion; from local budget was VND11.47 billion; loans from social policy bank was VND47.2 billion and other mobilization was VND72.6 billion).

Besides that, the province has allocated 1,750 tons of rice supported from Prime Minister and other sources to to hunger the poor in Lunar New Year and during the between-crops period of 1st quarter of 2012. Organizations and individuals have visited and presented 52,309 gifts to policy families and social beneficiaries with a total value of VND11.431 billion.

Work of poverty alleviation has been speeded up at all levels, branches and localities. As of early 2012, the total of poor households in the province was 44,056, accounted for 20.51%; nearly-poor households were 34,292, accounted for 15.97%. In the first 6 months of 2012, the province deleted 4,603 poor households, bringing the number of poor households to decrease by 40,151 households, making up 18.69% in the total.

15. National defence – security

- Political security, social safety and order and border security have been maintained; take drastic measures to repress the crime; speed up the patrol to timely deal with illegal violations.

- Traffic safety: In 5 months of 2012, the province had 243 cases of traffic accident, killing 73 persons and injuring 253 others. As compared to the same period last year, cases of traffic accident decreased by 125 cases; the death by 31 people and the injured by 130 people.

The traffic police continue to speed up work of patrol and solve traffic violations to ensure traffic safety in the province.
