Accordingly, the project's objective is to continue reinforcing, expanding and strengthening cooperative relations with foreign investors, international organizations and foreign sponsors to mobilize and attract source of FDI, ODA and NGO capital for socio-economic development, infrastructure system and social security activities in the province.

By the 2016 - 2020 period, the province will mobilize and attract about 150 - 170 diverse projects with a total registered capital of 1,268 million USD, of which 60% of registered capital will be expected to be disbursed.

In particular, the province will strive to mobilize and attract 25% of total ODA capital among the projects given top investment priority in the 2016-2020 period with a total capital of 255 million USD; 50% of total FDI capital with a registered capital of 1,000 million USD; 71 NGO projects with a total registered capital of approximately 130 million USD, of which 80% of registered capital will be expected to be disbursed.

In order to complete the targets, all levels, agencies and localities strengthens directions to attract source of foreign capital for socio-economic development of the province; accelerates the progress of site clearances for investment projects; creats fresh land funds to promote foreign investment projects; builds essential facilities to lure investment through mobilizing all sources of investment for development of socio-economic infrastructure system; gives a capital priority to building infrastructures; takes full advantages of all resources to invest in infrastructure development; strengthens training of human resources, etc.

Besides, all levels, agencies and localities also pays attention to reinforcing the ability of functional agencies in charge of mobilization and attraction of ODA, FDI and NGO capital in the locals to effectively implement mobilization and management of the aids from foreign investors and international organizations.

The project is to implement comprehensive solutions to improve a strong investment and business environment, aiming to attract and use source of foreign capital effectively, contributing to promoting sustainable economic growth, creating stable jobs and increasing income for local people.
