Deputy Prime Minister Nguyen Xuan Phuc delivers his speech at the congress

Mr. Dinh The Huynh, Member of the Politburo and Secretary of the Party Central Committee (PCC) and Head of the PCC Commission for Popularization and Education; heroic Vietnamese mothers; labor heros, heros of the people's armed forces; former leaders, representatives of departments and branches at provincial level and a delegation from the Khammouane provincial Party Committee (Laos) also attended the event.

Speaking at the opening ceremony, the provincial Party Committee Secretary Luong Ngoc Binh, affirmed that the congress's main tasks are to review the five-year implementation of Resolution of the 15th provincial Party Committee Congress, decide orientations, targets, tasks and solutions for promoting socio-economic development, strengthening national defence - security, foreign affairs, building the Party Committee and political system in the 2015-2020 period.

Over the past five years, the provincial Party Committee and people of Quang Binh made efforts to overcome difficulties to complete 13 out of 16 criteria the set targets. The average economic growth rate in 2011-2015 period reached 6.5% a year. Total budget revenunes reached VND 11,185 billion, a twofold increase compared to that in the 2006-2010 period. Value of agricultural, forestry and fishery production increased 4.2% a year. Economic structure continued to see positive transfers with increased density of industry, construction and services, but density of agriculture decreasing (68.6% in 2010 down 64.5% in 2015).

Many positive changes were seen in cultural and social fields; the people's life was improved; national defense and security were maintained, social order and safety were ensured, cooperative relations with other countries and international organizations were expanded, significantly contributing to political stability and socio-economic development.

In his speech at the congress, Deputy Prime Minister Nguyen Xuan Phuc applauded the great and comprehensive achievements of the provincial Party Committee, authority and people of Quang Binh over the past tenure. He straightly pointed out some shortcomings to overcome in the next tenure.

He urged the province to define prioritized issues and breakthrough in economic development. Quang Binh should speed up mobilization and make an effective use of all resources for development investment; continue shifting economic structure toward increasing density of advantaged industry and services, bring the industry to become a key economic sector of the province, promote restructure of agricultural sector; and effectively exploit the strengths of forest land to develop cattle breeding and afforestation.

Deputy Prime Minister also asked the provincial Party Committee and people of Quang Binh to associate economic development with cultural and social development and environmental protection; strengthen national defences - security, maintain political security and social order; build a clean and strong Party Committee in terms of politics, ideology and organization, renovate methods of leadership, working style with constantly increasing leadership capacity and combativeness to fulfill assigned tasks.

At the same day, the congress conducted elections for Party Committee's Executive Committee for the 2015 - 2020 tenure with 52 comrades, and the selection of delegates to attend the 12th National Party Congress of the Communist Party of Viet Nam with 19 official delegates and 03 alternate delegates.

The 16th provincial Party Executive Committee makes its debut

Also at the congress, 52 comrades, who have been newly elected to the 16th provincial Party Executive Committee, presented before the public and undertook new tasks for the new term. Comrade Hoang Dang Quang was elected as Secretary of Quang Binh Provincial Party Committee; Mr. Nguyen Huu Hoai and Mr. Tran Cong Thuat were elected as Deputy Secretary of the Quang Binh Provincial Party Committee.

Basing on a democratic manner, the Congress aslo discussed and passed a resolution to affirm obtained achievements in the 2010-2015 term in all fields of economy-society, national defence-security, Party building, and construction of political system as well as defining the orientations, objectives, and missions set for the Party Committee's 2015-2020 term.

Accordingly, general objectives for the 2015-2020 term focuses on intensifying the building of strong and transparent Party grassroots organizations; promoting socialist democracy and the power of great national unity; accelerating the effectiveness, validity of the economy; effectively exploiting and using all resources, potentials and advantages in combination with expanding marine economy, tourism, energy to boost the fast and sustainable development of local economy towards industrialization and modernization; maintaining political stabilization, strengthening national defence and security, social order and safety, improving and raising people’s material and spiritual life.

In order to finish the aforesaid objectives, the congress has put forwards specific criteria, as follows:

The Gross Regional Domestic Product (GRDP) reaches 8.5-9%; industrial-construction ratio account for 11-11.5%; service sector makes up from 9 to 9.5%; agro-forestry and fisheries account for from 4 to 4.5%. By 2020, economic structure: agriculture, forestry and fishery account for 20%; industry - construction 28%, services 52%; budget revenues reaches VND 8,000 billion. Total investment for the whole society for 2016-2020 period reaches VND 60,000 billion, GRDP per capita reaches VND 65-70 million; 50% of communes (68 communes in figure) is recognized as new-style rural standards. 3.1-3.2 thousand laborers are provided with jobs; rate of poor households decreases by 2-3% a year. 97% of urban residents and 90% rural residents are used fresh water; rate of forest cover reaches 69-70%. Annually, 99% of the Party grassroots organizations fulfills the tasks, of which, 50% of the Party grassroots organizations reaches clean and strong organization, 99% of Party members fulfills the tasks, and 100% of villages and hamlets has the Party organization.

After three days of hard working with intense seriousness, democracy, objectiveness and responsibility, the 16th Party Congress of the Quang Binh provincial Party Committee successfully completed all planned programmes and reached the conclusion on October 23.
