Accordingly, the border-gate EZs include Mong Cai EZ in Quang Ninh province, Dong Dang EZ in Lang Son province, Lao Cai EZ in Lao Cai province, Cao Bang EZ, Cau Treo international EZ in Ha Tinh province, Cha Lo EZ in Quang Binh provincce, Lao Bao EZ in Quang Tri province, Moc Bai EZ in Tay Ninh province and An Giang EZ.

The Prime Minister required for priority investment capital allocation of at least 70% of the country's total EZ development budget in annual and the 2016-2020 plans.

The government assigned the Ministry of Planning and Investment to collaborate with the Ministry of Finance to map out the budget allocation plans as well as the policies and incentives for raising capital from other economic sectors.

The Provincial People's Committees were required to focus investment on developing the selected EZs, utilize allocated budget effectively as regulated and ensure the disbursement and construction schedule.

The Prime Minister also required the provincial People’s Committees and EZs’ management boards to allocate their local budget and mobilize other legal capital sources to invest in the EZs'infrastructure and report arising issues promptly to the Ministry of Planning and Investment and the Prime Minister.
