The session was chaired by Mr. Nguyen Dang Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, and Ms. Pham Thi Han, Member of the Provincial Party Standing Committee and Permanent Vice Chairwoman of the Provincial People’s Council.

During the discussion session, delegates focused on reviewing the province’s socio-economic development performance in the first six months of 2026 and proposed key tasks and solutions to achieve the socio-economic development targets and indicators for the remaining months of the year.

Many delegates proposed that the province continue to allocate adequate resources and implement comprehensive measures to promote development in ethnic minority, mountainous, and border areas. Priority should be given to infrastructure development, production support, and improving the material and spiritual well-being of local residents. Delegates also emphasized the need to strengthen the capacity of grassroots officials, introduce mechanisms to attract and retain healthcare and education personnel in disadvantaged areas, enhance the effectiveness of national target programs, and integrate economic development with national defense and security while preserving ethnic cultural identities.

Delegates also focused on discussing difficulties and obstacles facing business production and operations, particularly in the processing and construction sectors, as well as issues related to investment procedures, site clearance, project implementation progress, and price fluctuations affecting agricultural production and livestock farming.

To promote economic growth, delegates proposed that the province develop detailed growth scenarios for each sector and locality, clearly identify the implementation schedule and expected contribution of each project, establish task forces to address investment and land-related bottlenecks, accelerate the disbursement of public investment capital, and prioritize projects that are capable of being completed in 2026.

In the fields of tourism and services, delegates proposed developing new tourism products with stronger regional linkages and intensifying tourism promotion and demand-stimulation activities. For agriculture, they recommended continuing the restructuring of the sector to enhance value, in conjunction with new rural development and sustainable development.

Regarding measures to achieve the 2026 GRDP growth target, delegates proposed focusing on removing bottlenecks in site clearance, accelerating the implementation of key projects, adopting measures to ensure construction progress, reallocating capital from delayed projects to those with strong disbursement capacity, and promoting administrative reform, digital transformation, and support for private sector development.

Delegates also focused on measures to improve the satisfaction of citizens and businesses with the services provided by state administrative agencies; solutions to improve the SIPAS (Satisfaction Index of Public Administration Services); proposals to further develop information technology infrastructure and enhance the quality of online public services; support vulnerable groups in carrying out administrative procedures, particularly at the grassroots level; and strengthen the evaluation of administrative reform based on the satisfaction levels of citizens and businesses.

During the questioning and question-and-answer session, delegates of the Provincial People’s Council focused on a number of issues of concern to voters and the public, closely reflecting local realities. The discussions centered on the sectors of Agriculture and Environment, Construction, and Home Affairs, including discrepancies in the area, dimensions, and locations of land plots, particularly production forest land; the causes, responsibilities, and solutions related to limestone mining activities at several quarries in the former Tuyen Hoa District; the management and provision of clean water for residents; the encroachment on forestry land; and the handover of land between state agricultural and forestry companies and local people.

In addition, delegates raised questions regarding responsibility for restoring public infrastructure and drainage systems affected by the implementation of key transport projects; rural, urban, and provincial planning; the arrangement and support of grassroots-level officials; and several other issues related to organizational and personnel affairs.

The questioning session was conducted in a democratic and responsible atmosphere. Delegates of the Provincial People’s Council raised concise, focused questions and engaged in candid discussions and debates to clarify the causes, responsibilities, and solutions to the issues raised. Representatives of provincial departments and agencies provided serious and accountable responses, acknowledged the delegates' opinions, and committed to implementing measures to enhance the effectiveness of state administration in the time ahead.
