Socio- economic statistics in the first half of 2013
I. GENERAL EVALUATION
- GDP growth rate achieved 6.3% (the yearly plan increases 7.5%, the same period 6.2%);
- Agriculture - forestry and fishery production value rose 4.3% (the yearly plan 4.0% and the same period last year 4.4%);
- Winter-spring food production reached 186.362 thousands tons, exceeding 7.2% of the plan, equaling to 99.3% of the same period last year (the yearly plan reached 27,000 tons);
- Industrial production value rose 9.8% (the yearly plan 9.5% and last year’s same period 9.3%); industrial production price index rose 6.1% from last year’ same period (that figure of last year’s same period reached 5.7%);
- Value of service sector rose 5.9% (the yearly plan rose 10% and last year’s same period rose 9.2%);
- Budget revenues achieved VND 912 billion (the yearly estimate is VND 2,100 billion), equaling 43.43% of local estimate;
- Creating jobs for 1.790 laborers, reached 56% of the plan (the yearly plan reaches 3.100-3.200 laborers);
- Rate of communes, wards and townlets meeting standard on health reached 38.4% (the plan reaches 60%); 100% of medical stations had doctors (the yearly plan reaches 100%);
- Rate of poor households reduced 2.1% (the plan reduced 3.5-4%);
- Rate of secondary compulsory education reached 99.4% of communes, wards and townlets (the plan reaches 99.4%).
II. OBTAINED RESULTS IN ALL FIELDS
1. Economic growth
Agriculture, forestry and fishery
Agriculture
The province’s area for cultivation of winter-spring rice in the first six months of the year reached 53,662 ha, up 0.1% from last year’s same crop; of which, rice reached 29,044.4 ha, up 0.6%; maize and cereals equal to 96.8%; sugar-cane up 6.7%; tobacco equal to 80%; vegetables, bean and flower up 2.2%; other annual crops equal to 99.1% from last year’ same period.
The food output reached 186,362 tons, equal to 99.3% from the same period last year, up 7.2% from the plan. The output of other crops was estimated to reach 19,742 tons, equal to 99% from last year’ same crops, up 7.8% from the plan.
Area for cultivation of summer-autumn rice was estimated to reach 13,720/17,300 ha, reached 78.6% of the plan, grew 71% from last year’ same period.
Perential plants: in the first six months of the year, the area for perential plants was estimated to reach 22,669.8 ha, up 9.7% from last year’ same period, of which rubber plant reached 17,579.1 ha, up 11.6% (rubber production in six months reached 3,570 tons, up 13.3% from the same period last year).
Animal husbandry: As of 01/4/2013, the country had 32,401 buffalos, equal to 97.1%; 92,135 oxens, equal to 95.6%; 348,916 pigs, equal to 98.5%; 2,401 fowls, up 2.2% compared to the figures in last year’ same period. The output of delivered live-weight meat reached 28,933.9 tons, rose 3.5% from the same period last year.
Forestry
In the first six months of the year, the newly concentrated planted area was estimated to reach 14,164 ha, rose 0.1% from the same period last year; the decentralized planted trees reached 2,106, up 3% from the same period last year; wood production was estimated to reach 78,062 m3, up 23.7%; colophony production reached 2,150 tons, equal to 84.8% from the same period last year, rattan production reached 170 tons, equal to 37.7% from last year’ same period.
Fishery
Six months’ fishery production reached 25,139 tons, up 7.7% from the same period and up 46.6% from the plan. Catching production reached 22,054.4 tons, grew 8.1% from the same period in 2012. Aquaculture area was estimated to reach 4,403.5 ha, equal to 97.1% from last year’ same period. Six months’ aquaculture production reached 3.84 tons, grew 4.8% from last year’ same period.
Industry
Six months’ industrial production value was estimated to grow 9.8 percent from last year’ same period. Industrial Production Index (IPI) in the first six months of 2013 rose 6.1% (IPI in 2012 2nd quarter was up only 5.7%). Of the general growth rate of 6.1%, metal ore mining 12%; beverage manufacturing 9.4%; chemical production and chemical products 8.6%; other mining and quarrying (exploited stone) 8.6%; wastes treatment 6.5%; garment 5.5%; water supply 5.4% and food processing 0.9%.
Some products had a fair growth rate in comparison with the same period last year. Concretely, titanium ore rose 12%; synthetic rubber 64.2%; exploited stone 8.6%; mineral water 3.3%; cassava 1.8%; bottled beer (rose 9.9%); ceramic tile 2.6%; cement 4.1%; trade electricity 3.1%; and water supply (rose 5.4%).
Services
Total retailed sales of consumer goods and services in the first six months of the year was estimated at reaching VND 7,859.3 billion, rose 14% from the same period last year (if the factor of inflation were excluded, it would be 5.9%).
Export - Import
- Export: In the first six months of the year, export turnovers were at an estimation of US$ 75.1 million, equal to 55.6% of the plan, rose 12.5% from last year’ same period.
Main products for export included rubber (15.5 thousand tons, increased 32.6% from last year’ same period); diverse wood (7.3 thousand m3, increased 22% from last year’ same period); sea food (304.9 tons, increased 2.4 times from the same period last year) and dry wood shavings (110.1 thousand tons, equaling 87% from the same period last year).
- Import: Generally, import turnovers in the first six months of the year were at an estimation of US$ 21.8 million, increased 49% from the same period last year. 100% products were directly imported. Main products for import included diverse wood, materials for medicine manufacturing and other commodities.
Tourism
As estimated, the number of visitors to Quang Binh in the first six months of 2013 was 540.6 thousand arrivals, increased 3.2% from the same period last year, of which international visitors reached 16.5 thousand arrivals, increased 37.8% from last year’ same period. Among visitors to Quang Binh, travel visitors were at an estimation of 275.5 thousand arrivals, increased 9% from last year’ same period. Tourism turnovers were estimated at reaching VND 455.36 billion, increased 28% from the same period last year.
Transport
Total transport turnovers in the first six months of the year were estimated at reaching VND 958.6 billion, increased 15.2% from the same period last year. Of which, transport turnovers form roadway reached VND 903.8 billion, from waterway VND 27.4 billion, from storages and auxiliary services VND 27.4 billion.
Market Price
June’s Consumer Price Indexes increased 2.28% from last year’s December and increased 7.88% against the same period last year.
Finace - Credit
Budget revenues: Six months’ total state budget revenues were at an estimation of VND912 billion, equaling 43.43% of the local estimate, up 16.6% from last year’ same period. Of which, domestic revenues reached VND 742.0 billion, up 10.1% from last year’ same period, reached 10.39% of local estimate; revenues from export-import taxes reached VND 185 billion, up 52.2% from last year’ same period, reached 61.7% of estimate. Of the domestic revenues, collecting from Central state enterprises was VND 65 billion, up 9.9% from last year’ same period, reached 41.94% of estimate; from local state enterprises was VND52.7 billion, up 15.4% from last year’ same period, reached 31.37% of estimate; from non-state enterprises was VND203 billion, up 69.8% from last year’ same period, reached 45.62% of estimate; from land use tax was VND140 billion, equaling 83.9% from last year’ same period, reached 24.39% of the yearly estimate).
Budget expenditures: Six months’ total state budget expenditures were at an estimation of VND 2,907 billion, reaching 50.04% of local estimate. Of which spending for investment development reached VND 316.1 billion, reaching 40.08% of estimate; regular spending was at an estimation of VND 1,933.8 billion, reaching 50.61% of estimate.
Credit: As of June 30 2013, total mobilized capital was estimated reaching VND 14,500 billion, up 1.14% from early year and up 20% from last year’ same period; the total outstanding debt of loans reached VND 16,900 billion, rose 0.5% from the early year.
Foreign affairs
Foreign affairs:
+ Out-delegation: In the first six months of 2013, there were 22 out-delegations with 174 people with the aim of investment promotion, meeting, working, studying and training.
+ In-delegation: there were 101 in-delegations with 585 foreign people for visiting, working and meeting in Quang Binh.
ODA projects: In the first half of the year, the total reimbursed capital of ODA projects was VND 324.08 billion, reaching 30% of the plan, of which ODA capital was VND 263.53 billion, corresponding capital was VND 60.55 billion.
NGO projects: In the first six months, the province carried out the implementation of 13 NGO programes and projects with a total committed investment of USD 3.0 million, to improve livelihoods for the disable people, landmine victims and poor people; to overcome natural disaster, prevent climate change and assist production activities and market approach.
Business registration
In the first half of year, 223 enterprises with a total registered capital of VND 693 billion were issued certificate of business registration, up 36% from last year’ same period, raising total number of enterprises up to 3,440 enterprises with a total registered capital of over VND 14,719 billion.
2. Social issues
Education and training
Focus on investment in infrastructures and equipments for schools and classrooms; improve quality of teachers and educational managers; enhance quality of education at university, college, technical secondary school and vocational schools; strengthen anti-illiteracy and primary compulsory education at the right age.
As of late June of 2013, 6/7 districts and city with 155/159 communes, wards and townlets met primary compulsory education at the right age (reached 97.48%); 7/7 districts and city with 158/159 communes, wards and townlets met secondary compulsory education (reached 99.37%).
The whole province had 615 schools and educational establishments; 100% of communes, wards and townlets were established the center for community study; 68.3% of classrooms were solidifized; 237 schools were recognized national standards.
According to the reports, graduated rate for high school was 99.05% and graduated rate for high school’s continuing education was 75.49%.
Healthcare
As of June of 2013, the province had 159/159 communes, wards and townlets having medical station, reached 100%; 61/159 medical stations meeting national standards, reached 38.4%; 159/159 medical stations having doctors, reached 100%; 100% medical stations having essential medicines for treatment and examination.
Culture and sport
In the first six months of the year, the province organized cultural and sport activities to celebrate the the big holidays and events such as a series of activities to mark the 10th anniversary of Phong Nha - Ke Bang National Park recognized as a world natural heritage.
In high-performance sports, in the first six months of 2013, the province gained 63 medals, of which 17 gold medals, 22 silver medals and 24 bronze medals.
Labor, War Invalids and Social Affairs
Labor and employment: In the first six months of the year, the province provided stable jobs for 17,920 laborers, reached 56% of the plan, of which, creating new jobs for 10,701 laborers (reached 53.5% of the yearly plan) and creating more jobs for 7,219 laborers.
Social security: the province distributed more than 3,250 tons in food aid from the Government and other sponsors to assist poor people during the Tet holiday and between-crop period; donated VND 1 billion to poor households sharing especially-difficult circumstances during the Tet holiday. The province built 6,108 houses for poor people according to the program No.167; completed construction of 100 flood-resistant houses according to the program No.716.
Poverty alleviation: in the first six months of the year, the number of poor households declined 4,553 households, reduced 2.1% of the plan; rate of poor household fell 15.4%.
Traffic accidents
According the statistics, as of June 15th 2013, the province had 233 cases of traffic accident, killing 79 persons and injuring 230 others. Compared to the same period last year, cases of traffic accident declined 42 cases; the death 3 persons and the injured 28 persons.
