Hon La Seaport

Over the past time, Hon La EZ has focused on investment in construction of infrastructure system in association with the approved development orientations and planning targets; development of a network of key infrastructure projects such as main traffic roads, seaport, water supply, electricity, water drainage, waste treatment and functional areas, including Hon La Seaport EZ, resettlement area, cemetery in Vinh Son helmet, urban residential area, Hon La II EZ and so on.

Hon La EZ has currently about 20 projects for infrastructure construction with a total investment of VND2,700 billion. By the end of 2015, source of capital from the Central budget for investment in infrastructure of Hon La EZ is allocated VND988 billion and that of local budget is VND18.1 billion.

Apart from the support of State budget, the province has called upon and drew some infrastructure projects such as Hon La EZ water supply project, power supply and the project of upgrading Hon La port for second phase with a total investment of nearly VND500 billion.

The completed projects has contributed to form an economic space in the north of the province and shift economic structure in accordance with the orientations for development of socio-economic infrastructure on the spirit of Resolution of the 15th Provincial Party Congress.

Besides, the completed projects has created conditions to appeal and promote investment, attract the projects with large scale, modern and high technologies to Hon La EZ.

On the other hand, the projects has also contributed to provide jobs for local people and increase source of income for the province’s budget; well implement the policies on social security and promote development of the services in order to improve the cultural standards as well as spirital and material life for local people in EZ.

Currently, Hon La EZ has 38 investment projects, of which there are 35 domestic investments and 03 foreign investments. In the first months of 2015, 04 key projects in Hon La EZ was granted Certificate of Investment with a total registered capital of VND37,950 billion.

It is expected to grant certificate of investment for other key projects in 2015, including the project of construction of oil pipeline system from Hon La port (Quang Binh) to Khammouane province (Laos) which is invested by the Petro Joint-stock Company (Laos) with a total investment of about USD300-500 million; oil refinery project of the Kingdom of Saudi Arabia with a total investment of about USD2 billion and the Quang Dong ecotourism area project of the Truong Thinh Group Joint-stock Company with a total investment of about VND500 billion.

According to the report of the Management Board of EZ, total revenues of Hon La EZ from 2011 to 2014 are VND4,818 billion, export value is USD132 million, paying to the budget is VND176 billion. The number of laborers is 1,100 with an average income of VND4 million/person/month. Main products includes tuynel brick, carton packing, concrete, running water and so on.

In the coming time, the Management Board of EZ will direct the effective implementation of the projects in Hon La EZ and newly invest some key infrastructure projects in order to serve its activities in EZ, contributing to bringing Hon La EZ to develop towards industrialization and modernization.
