At the session, the Provincial People’s Council did not carry out procedures to relieve Le Hong Vinh of his position as Chairman of the Quang Tri Provincial People’s Committee for the 2026 - 2031 term, as the Prime Minister had decided to transfer and appoint him as Deputy Minister of Construction effective September 21, 2026. The council simultaneously approved a proposal to relieve Le Hong Vinh of his duties as a delegate to the 9th Provincial People’s Council for the 2026 - 2031 term.

The Provincial People’s Council also conducted an election to fill the position of Chairman of the Quang Tri Provincial People’s Committee for the 2026 - 2031 term. Mr. Bui Hoang Phuong, Deputy Secretary of the Quang Tri Provincial Party Committee, was elected Chairman of the Provincial People’s Committee, with 100 percent of the delegates present voting in favor.

In his address upon assuming office, Mr. Bui Hoang Phuong affirmed that he would devote himself fully to his duties, make every effort to fulfill his responsibilities, and wholeheartedly serve the people. He pledged to work together with the Provincial People’s Committee to maintain solidarity and unity, take decisive action, strive to successfully accomplish assigned tasks, and make practical contributions to the development of Quang Tri Province.

Mr. Bui Hoang Phuong emphasized that the Provincial People’s Committee would thoroughly implement the strategic orientations set out by Party General Secretary and State President To Lam regarding the aspiration to usher the country into a “new era of national advancement.” Science and technology, innovation and digital transformation would serve as key drivers of development, while institutional bottlenecks would be resolutely addressed and the administrative apparatus streamlined to create favorable conditions for development, in line with the orientations and objectives set out in the Resolution of the Provincial Party Congress.

The province will pursue the goal of achieving double-digit economic growth through the repositioning of its development space under the strategy of “Expanding Eastward - Connecting Westward,” while ensuring the smooth and effective operation of the two-tier local government model. All tasks must have “clear people, clear responsibilities, clear timelines, clear accountability, clear deliverables and clear authority.” Science and technology, innovation and digital transformation will be identified as strategic breakthroughs serving socio-economic development.

Alongside economic development, the Chairman of the Provincial People’s Committee underscored the importance of developing culture and people, ensuring social progress and contributing to the preservation of Quang Tri’s cultural identity and the cultivation of the qualities and character of its people.

He pledged to work in solidarity with the Provincial People’s Committee to fundamentally renew the methods of leadership, direction and administration, building an incorruptible and action-oriented administration that resolutely removes bottlenecks and takes service effectiveness for people and businesses as the highest measure of performance.

At the session, the Standing Board of the Provincial Party Committee and the Standing Committee of the Provincial People’s Council presented flowers to congratulate Vuong Quoc Tuan on his appointment and designation by the Politburo as Secretary of the Quang Tri Provincial Party Committee for the 2025 - 2030 term; Mr. Bui Hoang Phuong on his election by the Provincial People’s Council as Chairman of the Provincial People’s Committee for the 2026 - 2031 term; and Mr. Le Hong Vinh on his transfer and appointment by the Prime Minister as Deputy Minister of Construction.

In his closing remarks, Nguyen Dang Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, asked the agencies of the Provincial People’s Council and Provincial People’s Committee, as well as relevant units, to promptly complete the necessary dossiers and procedures for submission to the competent authorities for approval of the election results for the position of Chairman of the Provincial People’s Committee in accordance with the law.
