Accordingly, the establishment of the Nature Reserve aims to conserve tropical forest ecosystems, of which more than 50% of the forest area is distributed at the elevation below 700 m above sea level; conserve and develop endangered, precious and rare animal and plant species; strengthen watershed protection; develop ecotourism in the Southwest region of the province; contribute to protecting the environment, maintaining security and defense and sustainable development in the central region in particular and Vietnam in general.

Specific objectives of the Nature Reserve are to conserve biodiversity, natural values, especially preserve and maintain the stability of lowland closed evergreen forests and tropical moist closed evergreen forests which are relatively intact; conserve and develop endangered precious and rare animal and plant species in order to stabilize the species diversity, increase the number of individuals and populations of endangered species; strengthen watershed protection for rivers and streams in Kien Giang and Long Dai river basins, contribute to limiting droughts and floods, and at the same time supply water for production and daily lives of people in Le Thuy district, Quang Ninh district and Dong Hoi city; maintain the coverage and improve the quality of forests in the Nature Reserve, buffer zone areas.

Besides, the establishment of the Nature Reserve is also aimed at raising the awareness of the people in the region about nature conservation and the environmental protection; attracting investment, supporting socio-economic development in the buffer zone, creating conditions for people to participate in protecting and improving forest cover in the region, gradually reducing the pressure of the buffer zone for forest resources; developing ecotourism in the Southwestern region of the province, creating favorable conditions to increase people’s income in the region.

The Nature Reserve is located in the Southwest of Quang Binh province belonging to the administrative boundary of Kim Thuy commune, Le Thuy district, covering the entire area of 21 sub-areas. The total area of the Nature Reserve is 22,132.93 ha with functional subdivisions including a strictly protected, an ecological restoration and a service and administrative zone.

Under the direction and management the Department of Agriculture and Rural Development, the Nature Reserve has a management board to manage, protect, develop forests, conserve biodiversity and implement other functions and duties of forest owner at the Nature Reserve. After establishing, the Nature Reserve will carry out activities including: Establishing the management board of the Nature Reserve, and desolating the South Quang Binh management board for forest protection; demarcating and marking the boundary position of the Nature Reserve in the field; constructing infrastructure for the Nature Reserve; managing forest protection and biodiversity conservation; restoring and developing forest ecosystem in the Nature Reserve; supporting community development in the buffer zone of the Nature Reserve; planting green trees; organizing educational propaganda, scientific research and training programs.
