Strengthening cooperation between Quang Binh and PUM Organization
(Quang Binh Portal) - On the morning of March 20, 2025, the Provincial People's Committee (PPC) held a working session with a delegation from PUM (Netherlands), led by Mr. Sven Dekker, National Coordinator/Chief Representative of PUM in Viet Nam. The session was chaired by Mr. Hoang Xuan Tan, Vice Chairman of the PPC, with the participation of representatives from relevant departments and agencies.

Although Quang Binh has not yet established formal cooperative ties with Dutch localities or implement ODA or FDI projects from the Netherlands, several Dutch non-governmental organizations, such as ICCO, SNV, the Netherlands Red Cross, and PUM, etc. have provided financial and technical assistance to the province. Their support has covered infrastructure development, irrigation projects, livelihood improvements, agricultural development, healthcare, child support, and the deployment of foreign experts.
Chief Representative of PUM in Viet Nam briefed on PUM's resources and mission
According to PUM’s Chief Representative in Viet Nam, PUM operates under the supervision of the Ministry of Foreign Affairs of the Netherlands and was established in 1978 to support small and medium-sized enterprises (SMEs) in developing countries through consulting services. The organization has over 1,200 senior experts and carries out more than 2,000 projects annually in over 30 countries across various industries. To date, PUM has provided free consulting services to over 2,000 SMEs in Vietnam, helping them establish connections with Dutch businesses.

In 2017-2018, through the facilitation of the Vietnamese Embassy in the Netherlands, PUM visited Quang Binh and provided expert consultancy for several enterprises. In 2025, PUM assisted TTH Quang Binh General Hospital in enhancing maternal care services and NETIN Travel Quang Binh in developing adventure and outdoor tourism.

At the meeting, representatives from various provincial departments expressed their desire to participate in and effectively collaborate on PUM’s expert consulting and capacity-building programs.

On behalf of the provincial leadership, Vice Chairman Hoang Xuan Tan thanked PUM and Mr. Sven Dekker for their visit and their support for Quang Binh; expressed his hopes that PUM would soon implement the discussed consultancy support activities in the province.
To facilitate cooperation, the Vice Chairman assigned the Public Financial Services and Investment Promotion Center under the Department of Finance as the focal point to coordinate with PUM in advisory support for developing sectoral strategies in healthcare, tourism, education, and construction; assisting local business associations, young entrepreneur organizations, and SMEs in business development, branding strategies, corporate governance, adventure tourism product development, and accessing Dutch funding programs for Vietnamese enterprises.
