Permanent Vice Chairman of Quang Tri Provincial People’s Committee Hoang Nam Attends Workshop on Cooperation Between Phong Nha - Ke Bang and Hin Nam No National Parks
From July 27 to 30, 2025, at the invitation of the Khammouane Provincial Government (Laos), Permanent Vice Chairman of Quang Tri Provincial People’s Committee Hoang Nam and Quang Tri working delegation attended the workshop titled “Developing a Cross-Border Cooperation Plan Between Phong Nha - Ke Bang National Park (Viet Nam) and Hin Nam No National Park (Laos)”. The delegation also participated in the official Announcement Ceremony recognizing both parks as the first transboundary World Heritage Site between the two countries, designated by UNESCO.

Leaders of both provinces attend the workshop on “Developing a Cross-Border Cooperation Plan Between Phong Nha - Ke Bang National Park (Viet Nam) and Hin Nam No National Park (Laos)”
At the workshop, leaders of the two provinces shared experiences and jointly reviewed existing policies, legal frameworks, and customary local laws to propose adjustments aligning with international standards or to be submitted to central governments. Both sides agreed to recommend signing a dedicated protocol on the management and conservation of the transboundary World Heritage Site. This would facilitate coordination between the two parks and promote cross-border scientific research and tourism.
Speaking at the event, Vice Chairman Hoang Nam reaffirmed Quang Tri’s commitment to continuing and effectively implementing previously signed agreements between the former provinces of Quang Binh and Khammouane, especially in biodiversity conservation and the promotion of the World Heritage values at Phong Nha - Ke Bang and Hin Nam No National Parks.
Quang Tri Province will continue to integrate the transboundary heritage conservation agenda into the high-level cooperation framework with Khammouane Province, joining efforts to preserve and promote the values of the World Heritage Site in the years ahead.

Overview of the workshop
The Permanent Vice Chairman assigned the Management Board of Phong Nha - Ke Bang National Park to act as the permanent coordinating body, working with relevant departments to advise the Provincial People’s Committee on effective implementation of the agreed contents. The board is also tasked with jointly developing and finalizing the cross-border cooperation framework and action plan to be submitted to the leadership of both provinces and their national governments for guidance and implementation.
On behalf of the provincial leadership, Vice Chairman Hoang Nam extended his congratulations to the Party Committee, authorities, and people of Khammouane Province on Hin Nam No National Park being recognized by UNESCO as Laos’s first natural World Heritage Site, and the first transboundary heritage site between the two nations. He emphasized this as a significant opportunity for both provinces to foster sustainable tourism, protect the ecological environment, and pursue harmonious socio-economic development.
