The Cha Lo Border Gate Economic Zone is formed and developed towards the market opening and international economic integration; adapting to competitive and cooperative environment in accordance with the socio-economic development of Quang Binh province, especially with the economic corridor of Highway No.12A and economic corridor along the Ho Chi Minh Road and Hon La economic zone; and in accordance with the development of the North Central region and West-East economic corridor; ensuring the association and cooperation with the border-gate economic zones in the region, including Lao Bao, Cau Treo and Vung Ang Economic Zone.

On February 21, 2014, the Prime Minister issued Decision No.283/QD-TTg approving the overall planning for construction in the Cha Lo Border Gate until 2030. Accordingly, the Cha Lo Border Gate Economic Zone is built and developed into a western urban and economic center of the province and an import and export center for goods and services; combining the economic development with the distribution of labors and residents in the economic sectors in order to improve the people’s spiritual and material life; ensure security and national defence, strengthen and develop foreign affairs relation with the international and regional countries, especially with the Lao People’s Democratic Republic.

Defining the importance of building and developing technical infrastructures at the Cha Lo Border Gate Economic Zone, the Management Board of Economic Zones of Quang Binh province has taken advantages of financial supports of the Central and local authorities to focus on site clearances, construction investment in technical infrastructures at the Cha Lo Border Gate Economic Zone. So far, some projects have been completed, contributing to create a synchronous infrastructure system, meeting the requirements of development at the economic zone.

In addition, the Management Board of Economic Zone also paid attention to deploy activities on investment promotion and popularization of potential and strengths as well as administrative procedures involving to projects in the Cha Lo Border Gate Economic Zone. At present, the Cha Lo economic zone has 11 registered projects with total investment of VND551 billion.

In the recent years, economic - trade and import - export activities via the Cha Lo Border Gate have developed strongly, promoting development of tourism and services, contributing to economic development of the province. Total turnovers of import-export, transit and non-trade for the 2011-2015 period reached about US$6 billion, increased by U$S5.7, thirty times compared to that in the 2006-2010 period, of which export reached US$700 million; import, transit and non-trade reached US$5,300 million. Good trading via the Cha Lo Border Gate mainly included diverse woods, plasters, fruits, agricultural products, minerals, plastic tools, electronics and building materials.

Nearly 2,1 million people have passed and 335,000 vehicles have travelled through this port of entry, increasing 1.55 million people (increased four times) and 167,000 vehicles (increased twofolds) of the respective figures. Total volume of export-import goods reached about 8.2 million tons, rose by 7.3 million tons (increased nearly nine times). Total State revenues via the Cha Lo Border Gate reached about VND1,054 billion, grew by VND772 billion (increased four times) compared to that in the 2006-2010 period, of which import taxes reached VND184 billion, VAT and other fees were VND870 billion.

In the coming time, in order to develop the Cha Lo Border Gate Economic Zone in comprehensive way, the Management Board of Economic Zone will continue direction to make effective use of advantages in trade and transport; mobilize all resources; invest in infrastructures; effectively depoly planning management; speed up the progress of key projects; improve mechanisms, policies and administrative procedures.

Besides, the province will also focus on solving difficulties in mechanisms and policies to report to the government, ministries and central agencies, contributing to improve infrastructures of the Cha Lo Border Gate Economic Zone in synchronous way, bringing the Cha Lo Border Gate Economic Zone to develop in fast and sustainable way towards industrialization and modernization.
