At the working session, the representatives of the Department of Planning and Investment presented the report on the socio-economic situation in March and the first quarter of 2020. Up to now, although the COVID-19 pandemic is being well controlled (Quang Binh hasn’t recorded any cases of the COVID-19 infection.), it has significantly affected the production and business activities as well as people’s lives in the whole province. The Provincial People's Committee directed departments, branches and localities to effectively implement the provincial socio-economic development tasks. Specifically, at the end of March, the annual planting area of winter-spring crop 2020 was completed, it was estimated at 53,750 hectares, an increase of 0.5% over the same period. In the first quarter of 2020, the output of timbers exploited from forests in the whole province was estimated at 72,500m3, a rise of 4.3%; the output of fishing exploitation was estimated at 11,876 tons, up 7.8% compared to the same period; the value of industrial production was estimated at VND 2,894 billion, up 6.8% over the same period; the revenue for State budget was estimated at VND 1,493 billion, reaching 27.1% of the local estimate, up 49.5% over the same period...

In addition, due to the effects of the COVID-19 pandemic, enterprises of export seafood processing and wood processing have faced difficulties in exporting products and importing raw materials. The turnover from production, trading, and service activities dropped sharply; the number of tourists coming to Quang Binh decreased, leading to a slow increase in the total retail sales of goods in the province over the same period (the total retail sales of goods in the first quarter of 2020 was estimated at VND 10,201 billion, an increase of 7.2% (The same period in 2019 increased by 9.1%)). The COVID-19 pandemic has impacted the development of tourism in the province. The number of tourists coming to Quang Binh in the first quarter of 2020 decreased by 27% over the same period in 2019, a decrease of 37% compared to the plan in 2020, including international tourists reduced by 10% over the same period and 30% compared to the plan in 2020. A series of tourist accommodation establishments, tour operators operated moderately; businesses forced to lay off staff temporarily, reduced labours; the turnover of tourism businesses decreased by 70%. Also, in the first quarter of 2020, the total State investment capital in the province was estimated at VND 772 billion, a rise of 8.7 % compared to the same period. Until March 20, 2020, the disbursement rate for development investment capital was estimated at 15.9%.

In the socio-cultural field, due to the impact of the COVID-19 pandemic, Quang Binh extends school closures until April 12, 2020. Health care for people continues to carry out properly. The branches, localities, especially the health sector have actively coordinated to perform the prevention and control of COVID-19 pandemic well. To avoid crowed gatherings, all cultural and sporting events have to be paused, delayed or not organized as planned. Basically, the situation of security, politics, social order and security; and border security continues to maintain stably.

At the meeting, the delegates spent most of the time discussing some difficulties and obstacles in the performance of the recent tasks and proposing many solutions to contribute to the effective implementation of the task of socio-economic development in the coming time.

Speaking at the working session, the Chairman of the Provincial People's Committee acknowledged the efforts of the departments, localities, and people in the prevention and control of the Covid-19 pandemic as well as the implementation of targets and solutions to develop the society and economy, maintain national defense - security over the past time. With regard to some key tasks that need to be carried out in the coming time, he required departments, branches and localities to pay attention to deploy specific groups of solutions: Continue to implement seriously and effectively the preventive measures against the COVID-19 pandemic; thoroughly grasping the requirements of both epidemic control and socio-economic development; take the initiative in formulating specific plans for each field after the pandemic.

On the other hand, the Chairman of the Provincial People's Committee also noted that departments, branches and localities should promote agricultural production, focus on directing pest prevention and care, implement the production plan for the summer-autumn crop in the right time; take the initiative in forest fire prevention and fighting; direct and urge the implementation of the national target program on new rural construction in 2020; boost industrial production, create favorable conditions and remove difficulties for industrial production establishments; strengthen the inspection and control of the price market, manage price lists, sell according to listed prices, control the quality at the accommodation, catering and entertainment establishments; accelerate the implementation and disbursement of the plan for public investment capital in 2020, especially key projects of the province; strengthen solutions to increase budget revenues; implement the administrative reform well, improve the business investment environment; propagandize to raise awareness for people on COVID-19 prevention and join hands to carry out activities for socio-economic development...
