Accordingly, all levels, sectors and localities need to focus on raising the awareness of value, position and importance of the heritage through promoting information, communication and education activities in preserving, embellish and enhance the heritage values; regularly update and study the Party's guidelines and policies, the State's policies and laws, and documents related to heritage management and conservation to concentrate on directing the building and implementation of specific plans, projects in accordance with the real situation to well implement the sustainable management of natural resources, especially forest resources, landscapes, environment and ecosystems, endangered and precious animal and plant species, cave systems, and historical and cultural relics. Besides, sectors and localities need to implement the approved plans seriously and effectively; promulgate mechanisms and policies to attract investment for Phong Nha - Ke Bang region; mobilize and concentrate resources on completing technical infrastructure, serving the forest management and the conservation heritage values. Phong Nha - Ke Bang strives to become a national key tourist destination by 2025 and an international tourist center by 2030.

On the other hand; sectors and localities need to focus on building models of producing goods and typical products of Phong Nha - Ke Bang region and the province in order to serve tourists; review and re-evaluate all tourism products that have been exploiting to invest and upgrade; constantly improve the quality of services to maximize the values and potentials of tourism products. Based on the approved plan; all levels, sectors and localities need to promote investment, call socializing capital in order to continue diversifying new tourism products and services, especially prioritize the development of the highly competitive, specialized, unique tourism products at national and regional levels basing on the viewpoint of tourism development in association with the sustainable conservation of the heritage values.

In addition, the whole province need to strengthen the propaganda, promotion and introduction of Phong Nha - Ke Bang National Park and its tourism products in key tourist markets; regularly renovate and improve the quality of tourist services; focus on training, fostering and attracting high-quality tourism human resources, especially the management team; implement specific plans and solutions for environmental protection in tourist sites, especially the center of Phong Nha town and buffer zone communes; concentrate on food hygiene and safety at restaurants; enhance strict management of service prices, security and order in the area, ensure absolute safety for tourists...
