High-level delegations of Quang Binh and Savannakhet provinces held talks and signed a Memorandum of Understanding
(Quang Binh Portal) - On the afternoon of June 19, 2022, in Dong Hoi city, high-ranking delegations of Quang Binh and Savannakhet provinces (Laos) held talks and signed a Memorandum of Understanding. The high-ranking delegation of Quang Binh province was led by Mr. Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation. The high-ranking delegation of Savannakhet province was headed by Mr. Santiphap Phomvihan, member of the Central Committee of the Lao People"s Revolutionary Party, Secretary, Provincial Governor. Also attending were leaders of the Party, government, departments, agencies, and localities of the two provinces of Quang Binh and Savannakhet. This is an activity that takes place every two years between the two provinces, due to the impact of the Covid-19 epidemic, this activity has been postponed until now.

At the talk, the heads of high-ranking delegations of Quang Binh and Savannakhet provinces informed about the socio-economic situation, national defense and security, Party and Government building work in each province; evaluated the situation and results of cooperation between two provinces in recent years. Through the exchange, the two delegations were pleased to realize that, under the leadership of the Party Committees and authorities of the two provinces, in the context of facing many difficulties and challenges, especially the impact of the Covid-19 pandemic, the two provinces have gained many important achievements in the fields of politics, economy, culture - society, defense - security and foreign affairs. Representatives of Quang Binh and Savannakhet jointly affirmed their determination to strive to inherit and cultivate special solidarity and loyal friendship between the Party Committees, Government and people of the two provinces.

In the spirit of friendship between the two Parties, the State and the people of Vietnam - Laos, the two provinces of Quang Binh and Savannakhet exchanged and agreed to sign the minutes of talks with important contents in development cooperation. In which, the two provinces will continue to have annual alternate exchanges with border delegations, continue to propagate and educate young people about the special friendship and solidarity between the two peoples, two parties, two states of Vietnam and Laos in general and two provinces in particular. The two provinces have agreed to create conditions for businesses, investors and investment cooperation in many fields suitable to the potential and strengths of each province; coordinated to well organize activities for 60 years of establishment of diplomatic relations (05/9/1962 - 05/9/2022) and 45 years of signing of the Vietnam-Laos Friendship and Cooperation Treaty (18/7/1977 - 18/7/2022). In addition, the two provinces also agreed to a number of cooperation agreements on education, defense, security, border and transportation. The information will be exchanged through the Departments of Foreign Affairs of the two provinces.

The next meeting between the two provinces will be held in 2024 in Kaysone Phomvihan city of Savannakhet province, Lao People's Democratic Republic.
