At the meeting, Vice Chief of the Secretariat Nguyen Thanh Diep announced Decision No.3284/QD-UBND on approving the Plan on administrative procedure reform according to "one-door" mechanism at the Provincial People's Committee Secretariat; Decision on establishing the department of receiving and returning results of the Provincial People's Committee Secretariat. Next, Chief of the Secretariat Nguyen Thanh Xuan assigned specific tasks to the organizations and individuals to effectively implement Decision No.3284/QD-UBND, dated December 15 2008 of the Provincial People's Committee.

Under the Plan on administrative reform according to "one-door" mechanism at the Provincial People's Committee Secretariat, five fields is selected to put into operation according to "one-door" mechanism at the Provincial People's Committee Secretariat, namely: Issuing certificate of investment, approving the projects of construction investment, land procedures for organizations, issuing license of exploiting and processing minerals and registering birth, marriage and death relating to the foreigner. Twenty-nine procedures relating to five above-mentioned fields are posted up a notice in the "one-door" department of the Provincial People's Committee Secretariat and the column "Instruction for administrative procedures" of Quang Binh Website.
The meeting also spent much time to discuss about the advantages and disadvantages, put forward to solutions to help the "one-door" transaction department operate effectively since January 2009.
