Quang Tri Provincial Leaders Work with Development Partners Providing ODA and Foreign Concessional Loans
On August 13 and 14, 2026, Mr. Hoang Nam, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Quang Tri Provincial People's Committee, held working sessions with development partners providing ODA and foreign concessional loans. The meetings were also attended by representatives of relevant provincial departments and agencies.

In recent years, Quang Tri has actively mobilized, attracted, and effectively utilized ODA and foreign concessional loans, focusing on essential sectors such as transport, urban development, climate change adaptation, sustainable agriculture, healthcare, education, tourism, and human resource development.
Organizations such as the Japan International Cooperation Agency (JICA), the Korea International Cooperation Agency (KOICA), the Italian Agency for Development Cooperation (AICS), and international financial institutions such as the Asian Development Bank (ADB) and the World Bank have continued to serve as important partners supporting the province through various programs and projects.
At the working sessions, Mr. Hoang Nam discussed with and proposed to the partners that they continue to support and accompany Quang Tri in implementing programs and projects funded by ODA and foreign concessional loans. He also proposed solutions to address several difficulties and obstacles arising during project implementation.
Based on the province's proposals and recommendations, the partners expressed their support and appreciation for Quang Tri's efforts in implementing the projects, and committed to continuing to coordinate with and support the province in the next phase.
Through the working sessions, provincial leaders affirmed their determination to proactively mobilize and effectively utilize ODA and concessional loans, focusing on areas with broad development impacts, such as transport infrastructure, urban development, climate change adaptation, disaster prevention and control, healthcare, environmental protection, and human resource development. The province also called on international partners to continue providing technical assistance and streamlining appraisal, approval, and disbursement procedures, thereby improving the efficiency of resource utilization, creating momentum for socio-economic development, and improving the living standards of Quang Tri residents in the new period.

After working with the development partners, the delegation held a working session with the Department of Debt Management and External Finance under the Ministry of Finance to exchange information and request that the Department and the Ministry of Finance continue to pay attention to, support, and accompany the province in mobilizing and attracting ODA and foreign concessional loans to meet the province's development investment needs.
