Attending the ceremony, there was Mr. Hoang Quang Thuan, Director of the Institute of Telecommunication and Technology under the Vietnamese Academy of Science and Technology and his delegation.

On the side of the province, there was Chairman of the provincial People's Committee Phan Lam Phuong; Vice-chairman of the provincial People's Committee Tran Cong Thuat; representative of the provincial People's Committee, concerned services and branches and the Central and local press.

At the ceremony, comrade Dang Phuc Due, Chief of the provincial Board of Reward and Emulation read the Decision to grant the Certificate of Merit of Chairman of the provincial People's Committee to comrade Hoang Quang Thuan, Director of the Institute of Telecommunication and Technology under the Vietnamese Academy of Science and Technology for his great contributions to socio-economic development of Quang Binh province in 2006.

Then, Chairman of the provincial People's Committee granted the Certificate of Merit to comrade Hoang Quang Thuan and the Institute of Telecommunication and Technology.

On behalf of the Institute of Telecommunication and Technology, comrade Hoang Quang Thuan thanked and promised that the Institute will concern and help the province further in the coming years.
