The SREM Project is the result of the Financing Agreement between the European Community and the Vietnam government of the Socialistic Republic of Vietnam in order to improve the capacity of education management and build information technology (IT) systems for a renovated education management system. The project's purpose is to assist the Ministry of Education and Training to facilitate achievement of Vietnam's Education Development Strategies Plan 2001 - 2010.

Knowing that the SREM project was operated in Quang Binh in December 2007. In the past time, the Management Board of SREM subproject directly inspected the application of IT at schools enjoyed from the project to put forward the specific support plan.

At the meeting, the Management Board of SREM subproject together with the leaders of 53 schools in the whole province inked a mutual agreement. Accordingly, the project will help schools purchase machines and IT equipment, install Internet network connection for schools to serve the work of teaching; train and issue certificate of informatics for education managers, accountant and teachers, meeting the demand for industrialization and modernization of the country.
