Accompanying the delegation were Mr. Cao Van Dan, head of the Supervisory Committee of Provincial Party Committee; Mr. Nguyen Dang, Vice-chairman of the Provincial People's Committee; leader of the Vietnamese Fatherland Front Committee of Quang Binh province; Offices of Provincial Party Committee and People's Committee; Departments of Transportation, Industry and Trade, Labor - War Invalid and Social Affairs, Foreign Affairs, Education and Training and Culture - Sport and Tourism; Director of the Hung Bien Fishery Limited Company and the BH Trade and Investment Joint-stock Company (Ho Chi Minh City).

As soon as arriving Thakhec town in the morning of October 6, the delegation was warmly welcomed by Mr. Khambay Damlat, Governor of Khammouane province. At the talk, two sides informed each other of the socio-economic situation in the first eight months of this year and appreciated implementation of agreement signed between Quang Binh province and Khammouane province last year as well as cooperative orientation in the coming time. On this occasion, Chairman Luong Ngoc Binh expressed his thanks to all levels of governments, army force and people of Laos for assisting Quang Binh province in seeking, removing and handing over remains of volunteer army and Vietnamese experts who sacrificed in the battlefield of Laos. Then, chief of the high-ranking delegation of two provinces signed a cooperative agreement. Accordingly, two provinces will continue to further develop comprehensive friendship and cooperation ties and strengthen activities in investment promotion, trade, tourism, education and transportation. On this occasion, Chairman Luong Ngoc Binh invited Mr. Khambay Damlat to visit to Quang Binh province again. At same day, Quang Binh province's senior delegation paid a visit and granted gifts to the provincial Association for Vietnamese resident in Laos, the NaBo primary school and the Vina Xakhon Company.

Receiving and attending a talk with senior delegation of Quang Binh province in Cayxonphomvihan town in the afternoon of October 7, Governor Vilayvan Phomkhe of Savannakhet province congratulated on great achievements that Quang Binh province obtained in the fields of developing economy, society, sercurity and national defence in the past time and affirmed that the cooperation, the frienship among the two provinces will further bring into play according to the spirit of the solidarity, the friendship and cooperative development. Signing ceremony of agreement between two provinces was held on October 08 under the witness of Vietnamese Consulate General in Savannakhet Nguyen Van Hoi. This agreement contributed to further boosting the solidarity, the frienship, the long –term cooperation for the co-development. On this occasion, Quang Binh province granted US$30,000 to Savannakhet province to build an exhibition house. Next, the delegation paid a visit and presented gifts to the provincial Association for Vietnamese Resident in Savannakhet province.

Champasac is the largest province and have abundant potentials for economic development in the Southern region of Laos. This is the first time the senior delegation of Quang Binh province paid an official visit to Champasac province. The delegation was warmly welcomed by Governor Xonxay Xiphandon of Champasac province. After having a working session with high-ranking delegation of Champasac province, senior delegation of Quang Binh province was guided by leaders of Champasac province to visit the Vat Phu world's cultural Heritage and some economic establishments in Boloven highland.

In the morning of October 11, senior delegation of Quang Binh province left Cayxonphomvihan town to return the home country, successfully finishing the visit and working in three central and southern provinces of Laos.
