Receiving and working with the working delegation, there were Mr. Tran Cong Thuat, Vice-chairman of the Provincial People's Committee, Mr. Truong Tan Minh, Deputy Director of the Department of Information and Communications together with leading representative of related departments and branches.

According to the report on state management of information and communications in Quang Binh province in the first 9 months of 2009, the Department of Information and Communications set up the planning on development of information and communications in Quang Binh province in the 2010-2015 period, including publishing newspaper, post and telecommunications and information technology; promulgated 132 state management documents on related issues; implement the Joint Circular of the Ministry of Information and Communications and the Ministry of Public Security guiding the coordination against illegal printing. The report also pointed out difficulties in implementing the tasks of state management on information and communications in localities.

Regarding its orientations for development in year 2010, the Department of Information and Communications will strengthen work of propaganda, disseminate the Party's guidelines and the State's policies on information and communications; continue stabilizing state apparatus and building a skilled officers in order to meet the demand for approaching and applying scientific and technological advances into practice; intensify the state management on information and communications activities in localities and take advantage of all resources to invest, improve and modernize infrastructures of the information and communications industry.

At the working, delegates spent much time to exchange and discuss to remove difficulties in work of information and communications, concurrently proposed orientations for development of the industry as well as locality in the forthcoming time.

Addressing the working, Minister of Information and Communications Le Doan Hop applauded the achievements that the Quang Binh Department of Information and Communications obtained in the past time, concurrently emphasized some issues which should be concerned in order to develop the industry and promote the socio-economic development of locality.
