Giving an speech at the opening ceremony, Secretary Luong Ngoc Binh stressed that the 23rd session has a great significance to the implementation of socio-economic tasks for 2011 and the period of 2011-2015, contributing to successfully implementing the set targets and bringing Quang Binh province to develop fast and sustainably. In order to complete the set targets, comrade Luong Ngoc Binh asked delegates of the Provincial People's Council need to raise their roles and responsibility; promote democracy and concentrate intelligence to discuss and give effective solutions for the implementation of socio-economic tasks for 2011, contributing to successfully completing the targets and the tasks for socio-economic development and budget estimates for 2011 and the 2011-2015 period.

In the first working day, the Provincial People's Council heard the reports and statements relating to the implementation of Resolutions adopted by the Provincial People’s Committee on socio-economic tasks, national defence and security for 2010 and the socio-economic development plan for 2011, orientations for socio-economic development for the 2011-2015 period and other key issues.
