The meeting was attended by Standing Vice Chairman of the Quang Binh Provincial People's Committee (PPC) Nguyen Xuan Quang; leaders of Khammouane and Bolykhamsay provinces (Lao People's Democratic Republic); Nakhon Phanom, Sakon Nakhon and Bueng Kan provinces (the Kingdom of Thailand) together with representatives of the Department of Foreign Affairs of Ha Tinh and Nghe An provinces among others.

Speaking at the meeting, Standing Vice Chairman of PPC briefly informed of natural condition and socio-economic situation of Quang Binh province and highlighted the significance and importance of cooperation between nine provinces of Vietnam, Laos and Thailand using Road No.8 and Road No.12 in the past time.

He stressed the 20th preporatory meeting is to evaluate implementation of commitments signed at the 19th meeting of nine provinces from Vietnam, Laos and Thailand using Road No.8 and Road No.12; define contents, plan and cooperation for the 20th official meeting which will be held in Bueng Kan province, the Kingdom of Thailand in the forthcoming time.

In order to effectively implement cooperation between the provinces, Standing Vice Chairman of PPC hoped the participants would contribute their practical ideas to promote economic development and friendship between the provinces in particular and the three countries of Vietnam, Laos and Thailand in general.

At the meeting, the provinces focused on evaluating implementation of the Minutes of the 19th Summit signed December 21st, 2015 in Thakkhec town, Khammouane province, especially in the fields of education and training, culture and sports, trade and tourism, etc.

Specificially, education and training have continuously been promoted by the involved parties by organizing exchange and cooperation activities in order to share and enhance professional knowledge, skills and expertise. The number of exchange students among these provinces is increasing. Culture and sports exchanges have received a great deal of attention and organized frequently, especially in the festivals and great anniversaries of each province and each country. Cooperation in the fields of trade and tourism has continuously been promoted. Activities in exhibitions and international trade fair have been strengthened; the quantity of passengers, vehicles and goods exported and imported through border gates is increasing; investment activities and technology transfer have been considered to implement. Transports infrastructure connecting the provinces of the three countries have been invested and upgraded. Especially, the Ministry of Transport of the three countries have agreed to newly open a fixed route linking the provinces from Vietnam, Laos and Thailand.

On the basis of evaluating the obtained results and discussing on some shortcomings, the meeting agreed the main contents in the fields of education and training; culture, sports and tourism; science and technology; trade and investment, transports, agriculture and so on. The provinces also signed the Minutes of the 20th preporatory meeting of nine provinces from Vietnam, Laos and Thailand using Road No.8 and Road No.12.

Reportedly, the 20th summit of nine provinces from Vietnam, Laos and Thailand using Road No.8 and Road No.12 will be taken place in Bueng Kan province (the Kingdom of Thailand) in the coming time.
