Chairman Luong Ngoc Binh delivers the opening speech

Giving the opening speech, Chairman Luong Ngoc Binh stressed the 12th session of the 15th Provincial People's Council is to comprehensively evaluate the implementation of task for the socio-economic development, national defence and security and execution of law in the first six months; analyze objective and subjective causes, especially subjective causes to focus on discussing, deciding tasks and solutions, striving to complete targets, tasks and plan of 2008. He also asked delegates to raise high their spirit of responsibility, bring into play the democracy and collect thoughts to study, discuss and contribute the quality ideas to the contents of the reports, contributing to bringing the success of the session. On the other hand, the Provincial People's Committee, departments, branches, localities and units need to give prominence to the responsibility, actively coordinate and find solutions to consider and solve timely the important issues, petitions of voters and questions of delegates mentioned in the session.

The 12th session of the 15th Provincial People's Council

At the session, Vice-chairman of the Provincial People's Council Tran Dinh Hue presented summary report on the obtained results in the first six months and the remaining objectives and tasks for 2008. Accordingly, in the first six months, the Provincial People's Council implemented its functions, tasks and power in accordance with legal regulations. The effectiveness and enforcement of the People's Council have been improved.

On behalf of the provincial leader, Vice-chairman Pham Thi Bich Lua reported the socio-economic situation in the first six months, tasks and solutions to implement the plan of 2008. In general, the provincial socio-economic situation has developed stably; economy has achieved a fair growth rate; socio-economic infrastructure has continuously been strengthened. A lot of big changes have been seen in cultural and social fields; the people' life have been improved; national defence and security, social safety and order have been upheld. The report showed that GDP achieved 11.3% (yearly plan: 12%-12.5%); agro-forestry-fishery production value increased by 2.8%; winter-spring crop output achieved 165,320 tons, reached 115.5% of the plan, equal to 102.3% compared with the same period, reached 72.4% of the yearly plan of 2008; industrial production value increased by 22.2%; value of service sectors increased by 12.4%; export turnover achieved US$24.8 million, reached 45.1% of the plan, equal to 115% against the same period; budget receipts achieved VND433.164 billion, reached 68% of central estimates, 56.8% of local estimates, up to 28.1% against the same period; rate of poor households decreased by 1.86%; solving jobs for 18,771 laborers, reached 67% of the plan; secondary compulsory education achieved 96.2% of number of communes and wards (the yearly plan of 97%)…
