On behalf of the provincial leader, Province Chairman Phan Lam Phuong reported about the implementation of Resolution No.30/2008/NQ-CP of the government in the provincial area. The report stated: regarding the capital sources of the State budget for 2008, until December 31, 2008, the province carried out VND690.132 billion, reached 68.4% of the plan; reimbursed VND879.801 billion, reached 87.2% of the plan. Until June 15 2009, it is expected to reimburse 100% of the capital plan for investment and development for 2008.

Regarding the total capital source of State budget for 2009, it is estimated at VND9.3.253 billion, of which capital source from the central budget is VND825.253 billion and capital source from the provincial budget is VND78 billion.

Regarding implementation of the Government’s bond capital, the total capital source of Government's bond in 2008 was estimated at VND278.5 billion. Until December 31 2008, the capital from central budget was VND58.693 billion, achieved 91.138% and reimbursed VND64.125 billion, achieved 99.57% of the Government's bond capital for 2008; the budget capital under the provincial management was VND58.85 billion, achieved 27.49% and reimbursed VND123.148 billion, achieved 57.52% of the Government's bond capital plan for 2008. The total capital source in the first three months of 2009 was VND31.268 billion and reimbursed VND21.937 billion.

Besides, the province also carried out the policies on finance and monetary; provided a support of the state credit source; the poverty-alleviation program for 61 poor districts; the implementation of the administrative procedures simplification plan for the 2007-2010 period (Plan 30).

At the working, the provincial leader also proposed the government, central ministers and branches to solve some problems like compensation of site clearance for the National Highway No.1A Project through Dong Hoi city; opening Dong Hoi - Ho Chi Minh air route; investment in construction of Trung Quan bridge (Quang Ninh district); investment in construction of the National Highway No.1A bypass the Gianh River Cement Plant...

Giving a closing speech at the working, Transport Minister Ho Nghia Dung acknowledged the province's obtained results in the implementation of Resolution No.30/2008/NQ-CP and asked local leaders to continuously drastically implement measures of the government in association with rechecking the targets and plan for 2009 as well as socio-economic development plan for the next years. Minister Ho Nghia Dung highly appraised the effort of the province in implementing the poverty alleviation program for 61 poor districts and the administrative procedures simplification plan for the 2007-2010 period (Plan 30). Regarding the province's proposals, Transport Minister Ho Nghia Dung recorded and assigned related ministers and branches to collect and submit to Prime Minister.
