The 16th session of the 15th Provincial People’s Council opened

(Quang Binh Website) - On July 15 morning, the 16th session of the 15th Provincial People’s Council was formally opened at the hall of the Provincial People's Committee. The session was attended by Luong Ngoc Binh, Secretary of the Provincial Party’s Committee, Chairman of the Provincial People’s Council; Phan Lam Phuong, Deputy Secretary of the Provincial Party's Committee, Chairman of the Provincial People's Committee, leaders of the Party, Government and Fatherland Front; provincial level departments and branches, districts and city together with all delegates of the 15th Provincial People's Council.

Secretary Luong Ngoc Binh made an opening speech at the session

Giving an opening speech, Secretary Luong Ngoc Binh said that this was a midyear session to evaluate comprehensively the implementation of tasks for socio-economic development, national defence and security, and law enforcement in the first 6 months; analyse objective and subjective causes; focus on discussing and deciding tasks and solutions to fulfil the targets and tasks set for year 2009. Comrade Luong Ngoc Binh emphasized delegates of the People's Council need to raise their roles and responsibility and promote democracy to make quality proposals. He suggested the Provincial People's Committee, departments and branches, localities and units should give prominence to their responsibility, actively coordinate and find effective solutions to consider and solve timely the arising issues.

At the session, Dinh Minh Thu, Vice-chairman of the Provincial People's Council presented report on the activity of the Provincial People's Council in the first 6 months and orientation and task in the rest of the year.

Permanent Vice-chairman Nguyen Huu Hoai presented report at the session

Nguyen Huu Hoai, Permanent Vice-chairman of the Provincial People's Committee made a summary report on socio-economic situation in the first six months and main solutions to implement the plan for 2009. The report showed that despite the influence on economic downturn, limited export market, bad weather and epidemic diseases, the province's socio-economic situation still remained a fair growth rate; activities in production and business, service were stable and developed; social and cultural fields had many positive changes; national defence and security, social safety and order were maintained; the people's life was stabilized and improved step by step. The report also cited that GDP growth rate achieved 9.7% (yearly plan: 11-12%, same period: 11.3%); agriculture - forestry and fishery production value increased by 5.2% (yearly plan: 4-4.5%, same period: 2.8%); Spring-winter food output achieved 169,224 tons, equal to 102.2% of the plan of Spring-winter crop and equal to 101.4% against the same period, reached 66% of yearly plan; industrial production value rose by 18.4% (yearly plan: 18-18.5%, same period: 22.2%); value of service sector increased by 10.2% (yearly plan: 12.5-13%, same period: 12.4%); export turnover value was US$16.3 million, reached 24% of the plan, equal to 65.6% against the same period; budget revenues were VND517.3 billion, reached 69% of central estimate and 54% of local estimate, increased by 12.3% against the same period; rate of poor households decreased by 17.87%; solving jobs for 16,518 laborers, reached 56.96% of the plan; secondary compulsory education achieved 97.48% of communes, wards and townlets (yearly plan: 98.1%); rate of communes, wards and townlets reaching national standard on health was 53.5% (yearly plan: 54.7%) and rate of medical stations of communes, wards and townlets having doctors achieved 68.6% (yearly plan: 84.3%).

In the first working day, the Provincial People's Council listened the report of the Standing Committee of the Provincial Fatherland Front Committee on collecting ideas and petitions of the people at the 16th session of the Provincial People's Council; the report of the Provincial People's Committee on implementing budget estimate in the first six months and main solutions to manage budget in the remaining months of 2009; investigation report of the Social and Cultural Department on implementing social and cultural task in first half of 2009; investigation report of the Legal Department on law enforcement and judicial activity in the first six months; four statements of the Provincial People's Committee on four draft resolution of the session; report of the Provincial National Assembly Delegation on results of the 5th session of the 12th National Assembly...
