The plan's objective is that development of number of fishing boats of the province by 2020 is 4,700 boats with a total capacity of 250,000 CV; fishery production reaches 40,000 tons; 21,3000 laborers is provided with stable jobs.

In order to realize this target, the plan gave seven solutions and policy mechanism for implementation and announced eight projects which are given priority to investment. They include the project on shifting from exploitation of fisheries resource; the project on building shelters against storms for boats and vessels; the project on developing fish markets; the project on building Hon La shipbuilding plant; the project on speeding up construction of infrastructure in shipbuilding area; the project on developing and managing coastal fishery resource; the project on strengthening management ability for exploitation and protection of fishery resource and the project on promoting propaganda on protecting fishery resource.

The total investment capital for fishery development in Quang Binh territorial waters by 2020 is around VND925 billion, of which State budget of VND625 billion is for building infrastructure, changing exploitation and strengthening management ability of exploitation and protection of fishery resource; capital from other organizations is VND111 billion and capital from enterprises and people is VND89 billion.
