At the talk, the two sides evaluated border cooperation in 2016 and the plan for border cooperation in 2017 and implementation of agreement on solving free emigration and illegal marriage in the Vietnam-Lao border areas between the two provinces of Quang Binh and Khammouane.

Accordingly, in 2016, the two provinces have maintained cooperative relation in national defence - sercurity and border between the authorities and specialized forces. The border route between the two provinces has been safely protected; political security and social order have been maintained; the borderline and national landmarks have been preserved the status quo; illegal immigration and free emigration have not happened in the border area.

In addition, the specialized forces of two provinces have well done work of bilateral patrol to protect the borderline and landmarks. The two provinces have also created favorable conditions for the people and enterprises living in the border area to develop production and business, exploit and process minerals; strengthened exchanges of goods and services; paid attention to mobilize sources of capital to support for development of facilities such as transport, education, health and irrigation.

On the basis of discussions, the two sides signed an agreement on border cooperation in 2017 with a focus on major contents, including: Promoting a close, regular and effective cooperative relation between the authorities and the forces in charge of border protection of the two provinces; creating favorable conditions for the People and enterprises to invest in production and business, develop economy, culture and society; strengthening prevention from smuggling and transporting explosives and drugs via the border gate and border area; promoting work of propaganda and implementing effective solutions to prevent from free emigration and illegal marriages in the Vietnam-Lao border area between the two provinces of Quang Binh and Khammouane.
