Participants in the ceremony were Mr. Khambay Damlat, governor of Khammounane province (Laos); Mr. Phan Lam Phuong, chairman of the People's Committee of Quang Binh (Vietnam) together with representative of related departments and branches, units and localities of two provinces of Khammouane (Lao People's Democratic Republic) and Quang Binh (Socialist Republic of Vietnam) and the people in Lang Khang town.

According to the memorandum of understanding between two senior delegations of Quang Binh and Khammouane on August 30 2005, the Party, authority and people of Quang Binh province would build a medical station to grant to the Party, authority and people of Khammouane province. After over 18 months of building, the medical station has been so far completed with total capital of VND3,142 million (roughly US$195 thousand). The People's Committee of Quang Binh assigned to the Management Board of Cha Lo Border Gate Economic Zone and the Tien Phat Construction Company.Ltd to manage and execute this project. This is meaningful activity, contributing to boosting the friendships and cooperation between two provinces of Quang Binh and Khammouane.

Addressing the ceremony, Chairman of Quang Binh People's Committee Phan Lam Phuong stressed: Once Lang Khang medical station is officially put into operation, the people of Lao clans in Lang Khang town and neighboring villages in Lao border area will have a medical station to protect and care for the people's health, contributing to improving the living standard for the people of Lao clans and promoting the solidarity and friendship between the Party, authority and people of two provinces of Quang Binh and Khammouane. He also proposed the leader and health department of Khammouane province to quickly supply medical equipment, especially human resources, doctors, nurses and medical workers to manage and care for the people's health as soon as possible. Quang Binh province will direct the heath department to coordinate with the health department of Khammouane to continuously consider and assist each other on the spirit of cooperation.
