Attending the ceremony were Vice-chairman of the Dong Hoi City People's Committee Bui Xuan Ngau, Commander of the City Military Headquarters Pham Tanh and representative of related departments and branches.

This is a meaningful activity to welcome the 63rd anniversary of the Dong Hoi City Armed Forces Day (August 22, 1945-2008). It is known that Mrs Pham Thi Xuyen is the wife of martyr Cao Xuan Kha, head of Company 16, Regiment 1, Division 341, who sacrificed in the Ho Chi Minh's campaign in the spring of 1975. The construction expenditure of over VND37 million was contributed by officers and soldiers of military units and civil defence of Dong Hoi city together with the assistance of "Den on dap nghia" Fund of the City People's Committee and the collection of cadres and people of Dong Son ward.
