Quang Binh to kick off M-Score service project to improve public service quality

The conference was attended by Standing Deputy Secretary of the Provincial Party Committee Tran Cong Thuat, Vice Chairwoman of the Provincial People's Council Nguyen Thi Thanh Huong together with representatives of related agencies and units.
M-Score is a new mobile phone-based survey initiative in Vietnam and around the world to enhance the quality of public services at the local level as well as increasing transparency and accountability by the units responsible for service deployment. It collects public feedback through a mobile phone scorecard to measure the quality of public administration services and the performance of public officials in serving citizens.
In Quang Binh, the project is carried out until 2018 in the People’s Committees of Minh Hoa, Tuyen Hoa, Quang Trach, Bo Trach, Quang Ninh, and Le Thuy districts, as well as in Ba Don town and Dong Hoi city. Depending on the results, the project could be expanded to several departments at the provincial level.
The project aims to enhance transparency and accountability in services provided by local administrative agencies in several districts, city and town in the province through mobilephone scorecard.
Participating in the project, local people who accomplish transactions at one-stop-shop units will get a message or call from telephone operator asking about the service quality and attitude. People can also call the hotline 1800 8081 for information on the status of their application and to make comments on the attitude and behaviours of public officials at the single window.
Through the survey comments from local people, concerned provincial departments can self-evaluate their achievements, shortcomings and obstacles in providing public services, from which mapping out solutions to improve administrative procedures to meet administrative reform requirements.
The Quang Binh Provincial People's Council urged leaders of local People’s Committees to direct their single window offices and relevant agencies to supplement solutions and mechanisms to better perform their tasks, while improving quality and staff capacity to improve relations with local people.
The Quang Binh Provincial Standing People's Council will assess the results quarterly of the single window implementation, and direction and co-ordination of local People’s Committees, related agencies, and local press on the work.
Earlier, Quang Tri province is the first locality to deploy the M-Score project to assess public service quality. After nearly a year of implementation, as of November of 2015, the project accessed and surveyed 8,440 local people across the districts of Quang Tri province.
