Oxfam Novib funds M-Score project for second phase

 (Quang Binh Portal) - On September 6th, the Provincial People"s Committee approved Decision No.2683/QD-UBND receiving a non-governmental aid from the Oxfam Novib to donate implementation of M-Score (Mobilephone Scorecard) service project for second phase.

Accordingly, Oxfam Novib will give a non-refundable aid of EUR 23,480 to conduct the M-Score service project for second phase in Quang Binh province.

The project is implemented by the Standing Committee of the Provincial People's Council in 2016 - 2017, aiming to enhance transparency and accountability in services provided by local administrative agencies in several districts, city and town in the province through mobilephone scorecard.

According to the project, residents who accomplish transactions at one-stop-shop units will get a message or call from telephone operator asking about the service quality and attitude. They can send their feedbacks about the quality of public service and the attitude of the staff. The feedbacks will help local authorities to see through and take measures to overcome shortcomings and improve the quality of administrative services.

The Provincial People’s Committee asked related units and localities to receive and effectively use the donation according to regulations of the State.

Reportedly, the M-Score project for first phase was carried out in the province from January of 2016. The project marked a breakthrough in administrative reform with a focus on improving the quality of public service at one-stop-shop units via mobile phones, thus helping to improve the efficiency of the State apparatus.
