Accordingly, the project includes three components: transport infrastructure, facilities for business development and decentralization of implementation of public assets management process.

The project's objectives are to renovate and build new transport infrastructure facilities in order to facilitate regional links, especially key tourist sites; boost commodity production; improve the environment and strengthen connectivity between locales in the region as well as with other localities in the coastal corridor and disadvantaged areas.

Besides, infrastructure works will also be upgraded and constructed to serve production, seeking to accelerate growth, strengthen competitiveness and attract investment in the region’s key economic areas.

On this basis, the project focuses on building tourist routes linking Dong Hoi city with the southern regions of Quang Binh province, the southern road of Quang Hai bridge, the road from National Road 1A to the eastern branch of Ho Chi Minh Road, the road from Loc Ninh commune to the Northwest Dong Hoi Industrial Park; upgrading irrigational system in Kenh Kia River (Ba Don town and Quang Trach district) and expanding the fishing port of Gianh River (Bo Trach district), etc.

Total investment of the project is worth VND965,367 million with its funding sourced from the Asian Development Bank (ADB) and the counterpart capital of the Vietnamese government (including central budget and local budget).
