Participants in the meeting were Associate Professor and Doctor Nguyen Van Phu, head of the Institute of Development Strategy; Mr. Tran Dinh Hue, Vice-Chairman of the Provincial People's Council; Vices-chairperson of the Provincial People's Committee; representative of the Provincial National Assembly Delegation; Offices of the Provincial Party Committee, People's Council and People's Committee; related departments and branches and districts and city in the whole province.

At the meeting, Associate Professor and Doctor Nguyen Van Phu, head of the Institute of Development Strategy presented a general report on the master plan for socio-economic development of Quang Binh province till 2020. Accordingly, the general target till 2020 is to achieve a sustainable economic growth rate, shift the economic structure towards developing industry - services - agriculture; narrow the gap between Quang Binh and the whole country in GDP and become a developed province. Continue to further investment promotion, cooperation and foreign-invested attraction, integrate into the international economy and effectively carry out the province's main socio-economic programs. Develop human resources, education and training, as well as science and technology; improve the quality and ability of technology in the economy. Gradually develop and complete socio-economic structure, protect and improve biological environment. Continue to renovate the organization and apparatus, raise the effectiveness and enforcement of the State machinery, promote the administrative reform and bring into play the democracy at grassroots level. Consolidate national security and defence and social order in socio-economic activities.

Concretely, regarding economic development: Striving to achieve the economic growth rate to 12.5-13% for the 2011-2015 period and 13.5-14% for the 2016-2020 period, in which: average growth rate in GDP of agriculture - forestry - fishery sector is estimated to achieve 4.3% for the 2011-2015 period and 4.2% for the 2016-2020 period; of industry - construction sector is estimated to achieve 17.1% and 15.8-16% respectively; of service sector is 11.8% and 13.2% respectively. Agriculture - forestry - fishery production value for the 2011-2020 period is estimated at 4.5%; industry - handicraft production value for the 2011-2020 increases 21-22%. By the year 2020, the ratio of three sectors of industry - construction, agriculture - forestry and service in GDP will achieve 46%, 17% and 40% respectively. GDP per capita will increase from VND11.2 million in 2010 to VND23.6 million in 2015 and VND46 million in 2020. The rate of budget revenues for the 2006-2020 period makes up 13-13.5%. Average growth rate of export turnover for the 2011-2015 period is estimated at 18% and about 20-22% for the 2016-2020 period.

Regarding social development: Population growth rate will achieve 0.8-0.9% for the 2011-2015 period and 0.7-0.8% for the 2016-2020 period. Improve the quality of human resources and solve jobs. Striving by the year 2015, the rate of urbanization achieves about 30-31% and by the year 2020 is nearly 45%. Promote the national programs of culture, health, improving the quality of education, completing the secondary compulsory education. Socialize education, strengthen investment in schools and diversify the training forms. Striving by the year 2015, rate of vocational trained labor will achieve 40% and by the year 2020 is 60-70%; rate of malnourished children by the year 2010 decreases by 18-20%, by the year 2015 is 14-15% and by the year 2020 is 9-10%. Average rate of poverty households for the 2006-2020 will decrease by 2.5-3%, solving jobs for the 2006-2020 period is estimated at 2.9-3.1 thousand of labors.

Regarding environmental protection: preserve sea marine and coastal environment to develop tourism. Make best use of natural resources and protect the diversification, especially in the province's sea marine and coastal regions. Strengthen education and training, improve the awareness and ability of environmental protection. Striving by the year 2020, rate of households using freshwater achieves over 97% in urban area and 90% in rural area; rate of urban waste collection is estimated at 100% and so on.

The master plan for socio-economic development of Quang Binh till 2020 also put forward the orientations to shift economic structure and orientations to develop the province's key fields till 2020; list of prioritized investment projects for the 2006-2020 period and main measures to carry out the project, in which focusing on some measures namely: investment attraction, investment promotion and foreign-invested capital attraction; administrative reforms and mobilizing all resources of economic sectors; scientific and technological solutions; training, cultivating and improving the quality of human resources to call upon the talents; strengthening inter-province and inter-region cooperation and expanding the external market.

The meeting also spent much time to listen the discussion of related departments and branches in order to adjust the objectives and figures in the master plan for socio-economic development of Quang Binh province till 2020.
