Attending the ceremony was Mr Khambay Damlat, Governor of Khammouane province; Mr Luong Ngoc Binh, Secretary of the provincial Party Committee, Chairman of the provincial People's Council; Mr Nguyen Huu Hoai, Chairman of the provincial People's Committee; and representatives of departments and branches of Quang Binh and Khammouane provinces.

Speaking the ceremony, Secretary Luong Ngoc Binh expressed his gratitude in recognition of the concern of the Lao Party and State for collectives and individuals who have obtained excellent achievements in strengthening the friendly and cooperative relationship between two countries of Vietnam and Laos in general and two provinces of Quang Binh and Khammouane in particular over the past 50 years.

He stressed that Quang Binh province will try its best to strengthen this special relation and affirming that freedom medal has a great significance, expressing the friendship between two Parties and States and recognition of the Lao government for achievements made by Quang Binh province and excellent individuals.

On behalf of provincial leaders, he expressed his hope that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in general, Quang Binh and Khammouane in particular will be forever maintained.

At the awarding ceremony, Mr Khambay Damlat, governor of Khammouane province praised excellent achievements made by collectives and individuals of Quang Binh province and presented first-class freedom medal of the Lao People's Democratic Republic to Quang Binh province; friendship medal to six collectives; second-class freedom medal to Mr Luong Ngoc Binh, Secretary of the Quang Binh provincial Party Committee and third-class freedom medal to 11 individuals of Quang Binh province for their achievements in strengthening cooperation and friendship between two provinces of Khammouane and Quang Binh.

In response to the awards, Mr Mai Xuan Thu, former Vice chairman of the People's Committee of Quang Binh province expressed his gratitude and sent his deep thanks to the Lao Party and State for the awards.
