In order to concretize the external guidlines and policies for peace, cooperation and development of the Party and the State, Quang Binh province has built and approved the plan to implement the strategy on cultural diplomacy through 2020, aiming at popularizing and introducing the image of Quang Binh to friends across the world, with a focus on the province's strengths and potentials, especially the world natural heritage site, Phong Nha - Ke Bang National Park. On this basis, the Provincial People's Committee has directed the agencies and localities to carry out foreign information activities, improve quality of publications and documents to introduce about Quang Binh, and take an initiative in providing information involved to localities for partners and press agencies inside and outside the country.

With 201.8 km of borderline to Laos, in the past time, Quang Binh province has boosted traditional friendly relationship and comprehensive cooperation with Lao provinces, especially Khammouane and Savanakhet provinces. Two sides have regularly kept in touch each other, exchanged information and sent messages to congratulate the national holidays and important events; paid attention to dissemination on a special friendly relationship between Vietnam and Laos in general, Quang Binh and Lao provinces in particular.

Besides, Quang Binh province has supported VND3 billion to build the Vocational Technical School of Khammouane province, received 93 students of Lao provinces to study at Quang Binh province, and gathered 26 remains of martyrs and experts, who sacrificed in Khammouane province, to rebury at the Ba Doc Martyrs' Cemetery, Ly Trach commune, Bo Trach district. Especially, the Management Board of Phong Nha - Ke Bang National Park and Hin Namno National Biodiversity Conservation Area (Laos) have regularly shared experience in applying SMART software in supervision of biodiversity and forest protection patrol in Phong Nha - Ke Bang National Park and Hin Namno National Biodiversity Conservation Area.

In the other hand, Quang Binh province has promoted and expanded cooperative relations with countries through signing cooperative agreements. This year, the province has organized a delegation led by Chairman of the Provincial People's Committee to work with coporations and enterprises of South Korea in Busan and Seoul for calling for investment in Quang Binh province. Chairman of the Provincial People's Committee was accompanied with the State President to the Czech Republic and Republic of Azerbaijan, aiming to promote cooperation on glass production.

Besides, the province has actively worked with ministries, central agencies and international organizations to take advantage of the source of capital for ODA projects. In 2015, the province has mobilized and carried out two ODA projects on infrastructure development and urban environment in response to climate change in Dong Hoi city and running water supply in Quang Trach district for second phase, issued licenses to two FDI projects with a total investment of USD1,225 million, including the project of building bonded warehouse and oil pipeline system from Hon La port to Khammouane province (Laos) of the Hon La - Khammouane Oil Limited Company; the project of import-export, production and business of electronics of the DOS REIS Finance Organization (Franch). In addition, the province has received 21 NGO programmes and projects with a total value of USD6,310,850, focusing on solving social affairs, training, health, judicial assistance..., contributing to poverty alleviation and socio-economic development of the province.

In 2015, Quang Binnh has completed 61 landmark plantings on the field with Khammouane and Savanakhet provinces. The provincial border guards has organized 164 patrols in the province, 31 patrols in border areas and 08 bilateral patrols to protect common border lines; closely coordinated with Khammouane and Savanakhet provinces to fight against crimes, prevent illegal migration, wildlife hunting and illegal logging across the border, contributing to preserving political security and social order and safety, building a border line as peaceful, friendly, stable and co-operatively developed.

Collaboration between authorities of Quang Binh and Khammouane and Savanakhet provinces has created favorable conditions for people and enterprises in border areas to develop production and business, exploit minerals, strengthen goods exchange, develop forms of services, pay attention to capital mobilization to develop infrastructures such as transport, education, health, irrigration.

In order to improve effectiveness of foreign affairs in 2016, Quang Binh will focus on paying attention to development of traditional friendly relations, strengthening cooperative relation with countries and international organizations; effectively organizing activities in investment promotion and foreign trade; taking initiative in seeking and contacting with non-governmental organizations to improve NGO aids.

Besides, all levels, agencies and localities will also speed up and improve effectiveness of foreign infromation activities, aiming to popularizing and introducing the image of Quang Binh province to international friends, especially world natural heritage site, Phong Nha - Ke Bang National Park, Ca Tru intangible cultural heritage, the resting place of General Vo Nguyen Giap...; actively mobilize and disseminate overseas Vietnamese on the policies of the Party, the State and locality; inform of socio-economic situation, introduce the province's policy on investment attraction, aiming to draw overseas Vietnamese to make contributions and develop the motherland.
