Quang Tri, Khammouane strengthen judicial cooperation
The Departments of Justice of Quang Tri province in Vietnam and Khammouane province in Laos held talks in Dong Hoi ward on October 7 to exchange experience in judicial affairs and agree on future areas of cooperation.

The Khammouane delegation was led by Lam-phon Xi-ak-xon, acting director of the provincial Department of Justice, while the Quang Tri side was headed by Truong Quang Sang, Deputy Director of the provincial Department of Justice. Representatives of relevant agencies and units also attended the event.

An overview of the talks
At the talks, the two sides briefed each other on the implementation and results of judicial work in their respective localities and reviewed cooperation between the two provincial Departments of Justice in recent years.

They exchanged experience in judicial administration, civil status and nationality affairs, legal dissemination and education, and legal aid. Discussions also focused on legal issues arising in border areas, including spontaneous migration, unregistered marriages and civil status matters concerning residents on both sides of the border.

Legal aid in border areas was highlighted as an important measure to safeguard the legitimate rights and interests of local residents. In recent years, the Quang Tri State Legal Aid Centre has handled 310 cases involving 315 beneficiaries. Among them, 37 Vietnamese citizens living in communes bordering Khammouane province received legal assistance in criminal, civil and administrative matters. The centre also organised nine communication campaigns on legal aid in nine communes along the border with Laos, attracting 814 local residents.

The results demonstrate the growing need for closer coordination, information sharing and experience exchange between the two justice agencies, particularly in legal communication and guidance and in addressing legal issues affecting border residents. The two sides affirmed that cooperation would continue on the basis of respect for each country's laws, relevant international treaties and bilateral agreements.

Following the talks, the two Departments of Justice signed cooperation agreements covering information and experience sharing in law-making and law enforcement, judicial administration, legal dissemination and education, legal aid, registration of security interests, state compensation, commercial arbitration, grassroots mediation and other areas under their respective mandates.

Notably, the two sides agreed to strengthen the exchange of experience in applying information technology, digital transformation and artificial intelligence to state management in the justice sector, as well as to law-making and law enforcement. They also agreed to enhance coordination and information sharing in dealing with legal issues arising in border areas within their respective authority, with particular attention paid to civil status matters involving residents of the two provinces.

The two sides also agreed to step up the dissemination of bilateral agreements, protocols and regulations on land border and border-gate management between Vietnam and Laos, thereby improving legal awareness and compliance among people living in border areas. The cooperation is expected to contribute to preventing spontaneous migration and unregistered marriages, maintaining political security, social order and safety, and further strengthening the traditional friendship and cooperation between Quang Tri and Khammouane provinces.
